RESOLUTION NO. 9 5 3 3 3
A RESOLUTION APPROVING, JOINING AND ENDORSING
METROPOLITAN DADE COUNTY'S CREATION OF AN
ENTERPRISE ZONE ADVISORY COUNCIL, WHICH
FUNCTIONS WILL INCLUDE ASSISTING, MONITORING,
AND PROMOTING THE STATE ENTERPRISE ZONE
PROGRAM IN DADE COUNTY AND IN THE CITY OF
MIAMI, SAID APPROVAL CONDITIONED UPON THE
CITY COMMISSION NAMING THREE (3) MEMBERS TO
SAID COUNCIL; FURTHER APPROVING, JOINING AND
ENDORSING METROPOLITAN DADE COUNTY'S
STRATEGIC PLAN AND APPLICATION BEING
SUBMITTED TO THE STATE OF FLORIDA NOMINATING
ENTERPRISE ZONE AREAS, PARTS OF WHICH ARE
WITHIN THE MUNICIPAL BOUNDARIES OF THE CITY
OF MIAMI.
WHEREAS, the City Commission is committed to economic
development and the expansion of trade and commerce; and
WHEREAS, the State Legislature has adopted the Florida
Enterprise Zone Act of 1994 (the "Act"), which provides for
appropriate investments, tax benefits, and regulatory relief to
provide the necessary means to assist local communities, their
residents and the private sector in creating the proper economic
environment to induce the investment of private resources; and
WHEREAS, Metropolitan Dade County and the City of Miami
desire to participate in the Florida Enterprise Zone Program
pursuant to 1993 Florida Statutes, Chapter 290, to induce the
investment of private resources in productive business
enterprises located in distressed areas; and

WHEREAS, the Department of Commerce, in consultation with
the inter -agency coordinating council will select the Enterprise
Zones; and
WHEREAS, the Act sets out the provisions for the nomination
and designation of Enterprise Zones throughout the State; and
WHEREAS, Metropolitan Dade County's Board of County
Commissioners (the "Board") is required to nominate all
enterprise zones within Dade County and create an enterprise Zone
Development Agency; and
WHEREAS, Metropolitan Dade County's preference is to have
the three Enterprise Zones in existence in Dade County through
December 31, 1994, be "redesignated" as Enterprise Zones and
finds those geographical areas as preferential for nomination
under said new program, yet understands the "redesignation" might
not be possible; and
WHEREAS, as an alternative to "redesignation", Metropolitan
Dade County intends to apply for the designation of three (3)
State Enterprise Zones, including the area designated as a
Federal Enterprise Zone;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission hereby approves,
joins, and endorses Metropolitan Dade County's creation of an

Enterprise Zone Advisory Council, which functions will include
assisting, monitoring, and promoting the State Enterprise Zone
Program in Dade County and in the City of Miami, said approval
conditioned upon the City Commission naming the following three
individuals to said Council: Roger Barreto, Sr., Reverend Ralph
M. Ross, and Commissioner Victor H. De Yurre.
Section 3. The Miami City Commission hereby approves,
joins and endorses Metropolitan Dade County's Strategic Plan and
Application being submitted to the State of Florida nominating
enterprise zone areas, parts of which are within the municipal
boundaries of the City of Miami.
Section 4. This Resolution shall become effective
immediately upon its adoption.
