A RESOLUTION APPOINTING TWO (2) INDIVIDUALS
TO SERVE AS MEMBERS OF THE CITY OF MIAMI
AFFIRMATIVE ACTION ADVISORY BOARD FOR A TERM
OF OFFICE AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed to the City of Miami Affirmative Action Advisory Board
for a term of office to expire April 12, 1997:

(2) Individuals to the
Affirmative Action

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the appointment of two (2)
individuals to serve on the Affirmative Action Advisory Board.
BACKGROUND:
The Department of Equal Opportunity/Diversity Programs
respectfully requests the appointment of two (2) individuals to
the Affirmative Action Advisory Board. Females and Hispanics are
underrepresented on the Board, comprising 33% and 42%, compared
to 46% and 62%, respectively, of the City of Miami general
population.
Of the two (2) vacancies, Commissioner Dawkins and Commissioner
Gort have one (1) appointment each. Nora Hernandez Hendrix
desires reappointment by Commissioner Dawkins. Oscar de la
Guardia, Commissioner Gort's appointment, has resigned from the
Board.

Re: Affirmative Action Advisory Board
Dear Commissioner Gort:
As you might have heard by now, I have recently left Sparber, Kosnitzky, Truxton to become
Corporate Counsel at Physician Corporation of America. Since I do not live in the City of Miami,
and now no longer work in the City, I must tender my resignation as a member of the Affirmative
Action Advisory Board.
I understand that the City Commission is currently considering a recommendation from the
City Manager's office that the Affirmative Action Advisory Board be disbanded. From my brief
tenure on the Board, I can report to you that the board members take seriously their responsibility
to advise the City on affirmative action matters. However, the Board has no investigatory or
enforcement powers at all, and its advisory duties do not, in my opinion, justify so large a board
meeting monthly. I would recommend that the City consider giving the Board real investigatory and
enforcement powers over discrimination issues. In the absence of those powers, perhaps it would be
best if the Board were reduced to three persons (all independent of the City and its departments)
meeting quarterly. I stress that these are my personal views and in no way reflect the views of the
Board at large.
Thank you for the opportunity to serve on the Affirmative Action Advisory Board. I hope
one day to be in a position to serve the City of Miami again.
