A RESOLUTION, WITH ATTACHMENT(S), APPROVING
IN PRINCIPLE, THE DESIGNATION OF THE HABITAT
FOR HUMANITY OF GREATER, MIAMI, A NOT -FOR -
PROFIT CORPORATION, AS SPONSOR TO UNDERTAKE
THE DEVELOPMENT OF FIVE (5) NEW SINGLE FAMILY
HOMES AFFORDABLE TO FAMILIES AND INDIVIDUALS
OF LOW AND MODERATE INCOME ON SEVERAL CITY -
OWNED VACANT PARCELS LOCATED IN THE MODEL
CITY NEIGHBORHOOD (MORE PARTICULARLY AND
LEGALLY DESCRIBED ON EXHIBIT "A", ATTACHED
HERETO AND MADE A PART HEREOF), SUBJECT TO
SAID CORPORATION PROVIDING EVIDENCE
ACCEPTABLE TO THE CITY OF FIRM COMMITMENTS
FOR PROJECT CONSTRUCTION AND PERMANENT
FINANCING; DIRECTING THE HABITAT FOR HUMANITY
OF GREATER MIAMI TO PREPARE AND FINALIZE
PROJECT PLANS AND SPECIFICATIONS,
CONSTRUCTION AND PERMANENT FINANCING, AND
CONSTRUCTION SCHEDULE TO BE SUBMITTED WITHIN
TWELVE MONTHS OF ADOPTION OF THIS RESOLUTION
FOR FINAL CONSIDERATION AND APPROVAL BY THE
CITY COMMISSION.
WHEREAS, there exists in the City of Miami, a severe
shortage of housing within the affordability range of families
and individuals of low and moderate income; and
WHEREAS, the City Commission recognizes that participation
of both the public and private sector is necessary to foster the
development of housing affordable to low and moderate income
families and individuals in the City; and
WHEREAS, in an
effort
to promote
the
development of
affordable housing
in the
City, the
City
Administration
recommends the granting of development rights to the Habitat for

Humanity of Greater Miami for the development of five (5) new
single family homes on said City -owned parcels, subject to
certain terms and conditions;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The designation of the Habitat for Humanity
of Greater Miami, a not -for -profit corporation, as sponsor to
undertake the development of five (5) new single family homes
affordable to families and individuals of low and moderate income
on several City -owned vacant parcels located in the Model City
neighborhood (more particularly and legally described on
Exhibit A", attached hereto and made a part hereof), is hereby
approved, in principle, subject to said corporation providing
evidence acceptable to the City of firm commitments for project
construction and permanent financing.
Section 3. The Habitat for Humanity of Greater Miami is
hereby directed to prepare and finalize project plans and
specifications, construction and permanent financing, and
construction schedule which shall be submitted within twelve
months of adoption of this Resolution for final consideration and
approval by the City Commission.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached resolution approving ,in.•principle, the designation of
HABITAT For.Humanity.of Greater Miami,. a not -for -profit housing
corporation as .,sponsor. to undertake the development of five (5)
new single family homes on five (5) parcels of vacant land under
city -ownership located.in the Model City neighborhood.

The Department of Development and Housing Conservation recommends
ratification of the attached resolution, approving in principle,
the designation of the HABITAT For Humanity of Greater Miami, as
sponsor to undertake the development of five (5) new single
family homes on five (5) parcels of vacant land currently under
city -ownership in the Model City neighborhood.
The attached resolution requires that final designation of the
HABITAT For Humanity of Greater Miami as project sponsor is
predicated upon the submission within twelve (12) monthsf from
the date of this conditional award, for the City Administration's
verification and the City Commission review and approvals
1) Final, housing site plan, unit plan and specifications.
2) Verifiable evidence of firm commitments for construction
and permanent financing in accordance with the sponsor's
proposal to develop each parcel.

The City is in a position to assist the private sector in the
development -of new homeownership housing, affordable to low and
moderate income families in the Model City neighborhood, by
making five (5) parcels of vacant land currently under city -
ownership available for such development. Conveyance of the
subject city -owned parcels to HABITAT ror Humanity of Greater
Miami would not occur until the aforementioned conditions have
been met. In an attempt to further promote the development of
new single family homes in the Model City neighborhood, City
Commission ratification of the attached resolution is
recommended.
