HomeMy WebLinkAboutR-95-0302J-95-42 1/3/95 RESOLUTION NO. 95- 302 A RESOLUTION, WITH ATTACHMENT(S), APPROVING IN PRINCIPLE, THE DESIGNATION OF THE HABITAT FOR HUMANITY OF GREATER, MIAMI, A NOT -FOR - PROFIT CORPORATION, AS SPONSOR TO UNDERTAKE THE DEVELOPMENT OF FIVE (5) NEW SINGLE FAMILY HOMES AFFORDABLE TO FAMILIES AND INDIVIDUALS OF LOW AND MODERATE INCOME ON SEVERAL CITY - OWNED VACANT PARCELS LOCATED IN THE MODEL CITY NEIGHBORHOOD (MORE PARTICULARLY AND LEGALLY DESCRIBED ON EXHIBIT "A", ATTACHED HERETO AND MADE A PART HEREOF), SUBJECT TO SAID CORPORATION PROVIDING EVIDENCE ACCEPTABLE TO THE CITY OF FIRM COMMITMENTS FOR PROJECT CONSTRUCTION AND PERMANENT FINANCING; DIRECTING THE HABITAT FOR HUMANITY OF GREATER MIAMI TO PREPARE AND FINALIZE PROJECT PLANS AND SPECIFICATIONS, CONSTRUCTION AND PERMANENT FINANCING, AND CONSTRUCTION SCHEDULE TO BE SUBMITTED WITHIN TWELVE MONTHS OF ADOPTION OF THIS RESOLUTION FOR FINAL CONSIDERATION AND APPROVAL BY THE CITY COMMISSION. WHEREAS, there exists in the City of Miami, a severe shortage of housing within the affordability range of families and individuals of low and moderate income; and WHEREAS, the City Commission recognizes that participation of both the public and private sector is necessary to foster the development of housing affordable to low and moderate income families and individuals in the City; and WHEREAS, in an effort to promote the development of affordable housing in the City, the City Administration recommends the granting of development rights to the Habitat for C 0, INM9 A �N .CITY COM41SSION MEETING OF MAY 0 9 1995 Resolution No. 95- 302 Humanity of Greater Miami for the development of five (5) new single family homes on said City -owned parcels, subject to certain terms and conditions; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The designation of the Habitat for Humanity of Greater Miami, a not -for -profit corporation, as sponsor to undertake the development of five (5) new single family homes affordable to families and individuals of low and moderate income on several City -owned vacant parcels located in the Model City neighborhood (more particularly and legally described on Exhibit A", attached hereto and made a part hereof), is hereby approved, in principle, subject to said corporation providing evidence acceptable to the City of firm commitments for project construction and permanent financing. Section 3. The Habitat for Humanity of Greater Miami is hereby directed to prepare and finalize project plans and specifications, construction and permanent financing, and construction schedule which shall be submitted within twelve months of adoption of this Resolution for final consideration and approval by the City Commission. The attached resolution requires that final designation of the HABITAT For Humanity of Greater Miami as project sponsor is predicated upon the submission within twelve (12) monthsf from the date of this conditional award, for the City Administration's verification and the City Commission review and approvals 1) Final, housing site plan, unit plan and specifications. 2) Verifiable evidence of firm commitments for construction and permanent financing in accordance with the sponsor's proposal to develop each parcel. 95-- 302 I,'t. Honorable Mayor and Members of the City Commission Page 2 The City is in a position to assist the private sector in the development -of new homeownership housing, affordable to low and moderate income families in the Model City neighborhood, by making five (5) parcels of vacant land currently under city - ownership available for such development. Conveyance of the subject city -owned parcels to HABITAT ror Humanity of Greater Miami would not occur until the aforementioned conditions have been met.
