RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT A GRANT, IN AN ESTIMATED AMOUNT NOT TO
EXCEED $350,750, FROM THE STATE OF FLORIDA
DEPARTMENT OF HEALTH AND REHABILITATIVE
SERVICES TO FUND PROGRAMS FOR THE
DEVELOPMENTALLY DISABLED DURING THE PERIOD OF
JULY 1, 1995 THROUGH JUNE 30,1996;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE
NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, FOR ACCEPTANCE OF SAID
GRANT.
WHEREAS, as it has for the last 17 years, the Parks and
Recreation Department, through its Programs for Persons with
Disabilities, has again applied to the State of Florida
Department of Health and Rehabilitative services (hereinafter
referred to as "HRS") for grant funds to support its programs for
the coming year; and
WHEREAS, HRS is again expected to offer the City a grant not
to exceed $350,750 for services to be provided to developmentally
disabled individuals during the period of July 1, 1995 through
June 30, 1996; and
WHEREAS, said Grant requires a 12.5% local match, or an
estimated amount not to exceed $43,844, which amount is available
from the existing General Fund Operating Budget of said Division;
and

WHEREAS, HRS has requested that all grantees accept grants
and to execute the necessary contracts no later than May 15,
1995;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
accept a grant, in an estimated amount not to exceed $350,750,
from the State of Florida Department of Health and Rehabilitative
Services to fund programs for the developmentally disabled during
the period of July 1, 1995 through June 30, 1996, said Programs
to be provided by the Parks and Recreation Department through its
Programs for Persons with Disabilities.
Section 3. The City Manager is hereby authorized) to
execute the necessary document (s), in a form acceptable to the
City Attorney, for acceptance of said Grant.
Section 4. This Resolution shall become effective
immediately upon its adoption.
' The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including not limited to those prescribed by applicable City
Charter and Code provisions.

Resolution Accepting Grant
from HRS/Programs for the
REFERENCES: Developmentally Disabled
ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached resolution accepting a grant from the Florida Department
of Health and Rehabilitative Services (HRS) for an estimated
amount not to exceed $350,750 for the Parks and Recreation
Department's Programs for Persons with Disabilities, and
authorizing the City Manager to execute the necessary documents
for this purpose.
Background:
The Department of Parks and Recreation - Programs for Persons
with Disabilities has received grant funds from the State of
Florida Department of Health and Rehabilitative Services for the
past seventeen years.
These monies have been used to provide community recreation,
developmental training, supported employment and transportation
services to more than one hundred fifteen (115) developmentally
disabled adults on a weekly basis. Due to the high quality of
service provided by the City of Miami, it is expected that the
State of Florida will again award grant funds. The contract
period for the grants will run from July 1, 1995 through June 30,
1996.
Commission action at this time will permit the Administration to
proceed in accepting the grant and in continuing to provide this
valuable service to the community.
This resolution is a. companion item to an accompanying emergency
ordinance appropriating said grant into a special revenue fund.
