A RESOLUTION DECLARING THAT THE MOST
ADVANTAGEOUS METHOD TO DEVELOP CERTAIN
IMPROVEMENTS ON CITY -OWNED WATERFRONT LAND IS
BY UNIFIED DEVELOPMENT PROJECT (UDP);
AUTHORIZING THE CITY MANAGER TO PREPARE A
DRAFT REQUEST FOR PROPOSALS (RFP) FOR A UDP,
AND CONFIRMING THE SETTING OF A PUBLIC
HEARING FOR MAY 11, 1995 AT 10:00 A.M. TO
TAKE TESTIMONY REGARDING SAID RFP FOR THE
DEVELOPMENT OF A BOATYARD AND ANCILLARY
MARINE RELATED RETAIL AND RECREATIONAL
FACILITIES ON CITY -OWNED WATERFRONT PROPERTY
LOCATED AT 3501 RICKENBACKER CAUSEWAY,
VIRGINIA KEY, MIAMI, FLORIDA, AS REQUIRED BY
THE CITY CHARTER, SECTION 29-A(C), CODE
SECTION 18.52.9.
WHEREAS, the City of Miami Charter, Section 29-A(c) and City
of Miami Code, Section 18.52.9 allow for "Unified Development
Projects" where an interest in real property is owned or is to be
acquired by the City and is to be used for development of
improvements; and
WHEREAS, the City Commission determines that for the
development of a boatyard and ancillary marine related retail and
recreational facilities on city -owned water property located at
3501 Rickenbacker Causeway, Virginia Key, Miami, Florida, it is
most advantageous for the city to procure from a private person
one or more of the following integrated packages:

Planning and design, construction and leasing, or
- Planning and design, leasing and management, or
- Planning and design, construction and management, or
Planning and design, construction, leasing and
management; and
WHEREAS, the City Commission directed the City Manager to
initiate the process for a Unified Development Project for the
development of a boatyard and marine related retail and
recreational facilities; and
WHEREAS, Section 29-A(c) of the City Charter further
requires that the City Commission hold a public hearing to
consider the contents of the Request for Proposals (RFP); and
WHEREAS, Section 29-A(c) further authorizes, at the
conclusion of the public hearing, if the City Commission is
disposed to proceed, issuance of an RFP, the appointment of
members to a review committee and the selection of a Certified
Public Accounting firm to evaluate proposals received in response
to the RFP;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The development of a Boatyard and ancillary
marine related retail and recreational facilities on city -owned
waterfront property located at 3501 Riokenbacker Causeway,

Virginia Key, Miami, Florida, is hereby declared a Unified
Development Project (UDP) which seeks to procure from a private
person the following integrated package:
Planning and design, construction, leasing and
management.
Section 3. The City Manager is hereby authorized to
develop a draft Request for Proposals (RFP) for a Unified
Development Project (UDP) for the development of the improvements
as set forth in Section 2 hereinabove.
Section 4. A Public Hearing to consider said RFP for UDP
is hereby scheduled for May 11, 1995 at 10:00 a.m.
Section 5. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the attached Resolution
declaring the development of improvements on City -owned waterfront property to be a
Unified Development Project (UDP), authorizing the preparation of a Draft Request for
Proposals (RFP), and scheduling a public hearing for May 11, 1995 at 10:00 a.m. to take
testimony regarding a Unified Development RFP for the development of the Virginia
Key Boatyard and ancillary marine related retail and recreational facilities on City -owned
waterfront property located at 3501 Rickenbacker Causeway on Virginia Key, Miami,
Florida, in accordance with Section 29A(c) of the City Charter and Section 18.52.9 of the
City Code.
As instructed by the City Commission, the Administration through the Department of
Development and Housing Conservation, is proceeding with the Request for Proposals
process for the development of the Virginia Key Boatyard. The first step in the process is
for the Commission to declare the project to be a Unified Development Project and
authorize the preparation of an RFP, through the adoption of the proposed Resolution,
that includes the planning and design, construction, leasing and management of
improvements. The recommended principal uses of the property include a dry storage
marina and ancillary marine related retail and recreational facilities.
The proposed Resolution further sets a Public Hearing for May 11, 1995 at 10:00 a.m. to
discuss the contents of the Request for Proposals by which time two required appraisals
will be obtained and available. At the conclusion of the Public Hearing on May 11, 1995,
the City Commission, if disposed to proceed, authorizes the issuance of an RFP for this
UDP, appoints members to a review committee and selects a Certified Public Accounting
firm to evaluate proposals received in response to the RFP.

It is therefore recommended that the attached Resolution be adopted by the City
Commission to implement the Unified Development Project process for development of
the Virginia Key Boatyard, in accordance with City Charter and Code requirements.
