Home My WebLink AboutR-95-0278J-95-323 4/3/95 RESOLUTION NO. 9 5- 278 A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING THE CITY MANAGER'S FINDING OF SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE ACQUISITION OF CINEQUIP MARK 200 EDU SYSTEM 3 UPGRADE FROM CINEQUIP, INC., THE SOLE SOURCE PROVIDER FOR THIS EQUIPMENT, AT A PROPOSED COST OF $8,000.00 FOR THE DEPARTMENT OF POLICE; ALLOCATING FUNDS THEREFOR FROM THE POLICE DEPARTMENT'S GENERAL OPERATING BUDGET, ACCOUNT CODE NO. 290201-850; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, the Police Department needs to upgrade the existing Cinequip Mark 200 EDU System 1 radio system built for use with the bomb squad; and WHEREAS, the Police Department is currently using the system 1 communicator which only allows for conversation between one bomb technician and the base station, with the upgrade to system 3, two bomb technicians in bomb suits and the base station will be able to carry on a three-way conversation; and WHEREAS, said equipment will be acquired through Cinequip, Inc., and funds are available from the Police Department General Operating Budget, Account Code No. 290201-850; and CITY COMMISSION MEETING OF APR 2 7 1995 Resolution No. 95- 2'0 49:. WHEREAS, the Chief Procurement Officer has adopted a finding that Cinequip, Inc. is the sole source provider of the Cinequip System 3 Upgrade requested by the Department of Police; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the findings of the City Manager; and WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirements for competitive formal sealed bids be waived and the acquisition of the Cinequip Mark 200 EDU System 3 Upgrade from Cinequip, Inc., the sole source, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a 4/5ths affirmative vote of the members of the City Commission, after a duly advertised public hearing, the City Manager's finding that Cinequip, Inc. is the sole source provider of a Cinequip Mark 200 EDU System 3 Upgrade required by the Department of Police, is hereby ratified. Section 3. The requirements for competitive sealed bids is hereby waived and the Department of Police's request for the acquisition of a Cinequip Mark 200 EDU System 3 Upgrade from the above sole source provider is hereby approved, with funds therefor hereby allocated, in a total proposed amount of 95- 278 -2- P*:. $8,000.00, from the Police Department General Operating Budget, Account Code No. 290201-840. Section 4. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this equipment. Section 5. BACKGROUND The Cinequip Mark 200 EDU Communication System is the only radio system built for use with Bomb Squads. This upgrade is needed by the Police Department's Bomb Squad to increase the effectiveness of their current Cinequip Mark 200 EDU System 1 Communicator. The current system only allows conversation between one bomb technician and the base station. With the recent purchase of a second bomb suit, this upgrade will allow two bomb technicians, in bomb suits, and the base station, to carry on a three way simultaneous conversation during render safe procedures. The Cinequip Mark 200 EDU line of communicators is distributed by Cinequip, Inc., the sole source provider of this equipment. The Cinequip Mark 200 EDU System 3 Upgrade meets the Police Department's requirements. The Chief Procurement Officer has determined that Cinequip, Inc., is the sole distributor of this equipment. It is, therefore, recommended that the Resolution authorizing the waiver of sealed bids and the purchase of a Cinequip Mark 200 EDU System 3 Upgrade, from Cinequip, Inc., at a total cost not to exceed $8,000, be approved.
