RESOLUTION NO.
A RESOLUTION ACCEPTING THE BIDS OF CAPT. DAN
MARINE TOWING & SALVAGE AND DOCK & MARINE
CONSTRUCTION, INC., UNDER EXISTING DADE
COUNTY BID NO. 2550-2/96-1, FOR REMOVAL AND
DISPOSAL OF DERELICT VESSELS, AT A PROPOSED
AMOUNT NOT TO EXCEED $28,057.00; ALLOCATING
FUNDS THEREFOR FROM THE SPECIAL REVENUE FUND
ENTITLED "DERELICT VESSEL REMOVAL GRANT
PROGRAM"; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE PURCHASE ORDERS FOR SAID SERVICES.
WHEREAS, the Florida Department of Environmental Protection,
as authorized by Chapter 823.11, Florida Statutes, has awarded a
grant of $28,057.00 to the City of Miami for the removal of
derelict vessels from waterways; and
WHEREAS, the City of Miami has accepted the aforementioned
grant award, established a Special Revenue Fund, and appropriated
funds, pursuant to Ordinance No. 11215, adopted February 9, 1995;
and
WHEREAS, it is now necessary to implement said Grant and
secure the services of vendors for the removal and disposal of
derelict vessels along the Miami waterways; and
WHEREAS, Dade County Bid No. 2550-2/96-1 solicited for
vendors to provide services for removal and disposal of derelict
vessels throughout Dade County, and subsequently the most
responsive and responsible bidders were awarded said bid; and

WHEREAS, funds for said services are available from the
Special Revenue Fund entitled "Derelict Vessel Removal Grant
Program";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The bids of Capt. Dan Marine Towing & Salvage
and Dock & Marine Construction, Inc. are hereby accepted, under
existing Dade County Bid No. 2550-2/96-1, for removal and
disposal of derelict vessels, at a proposed amount not to exceed
$28,057.00, with funds therefor hereby allocated from the Special
Revenue Fund entitled "Derelict Vessel Removal Grant Program".
Section 3. The City Manager is hereby authorized tc
instruct the Chief Procurement Officer to issue purchase orders
for said services.
Section 4. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION
It is respectfully recommended that the City Commission pass the
attached resolution authorizing the award of funds in the amount
of $28,057 to two local Dade County vendors, one located within
the City of Miami and the other on Miami Beach, under Dade County
Bid No. 2550-2/96-1. Funding is from the Special Revenue Fund
entitled "Derelict Vessel Removal Grant Program" which consists
of a grant from the Florida Department of Environmental
Protecti .
BACKGROUND
On February 9, 1995, the Commission passed and adopted Ordinance
No. 11215 establishing a new Special Revenue Fund entitled
"Derelict Vessel Removal Grant Program," and accepting a grant of
$28,057 from the Florida Department of Environmental Protectirn
to remove hazardous derelict vessels from our waterways. Dade
County, under its Bid Number 2550-2/96-1, has competitive
contracts with two qualified vendors. Contracting with these two
vendors will allow us to start removing these hazardous derelict
vessels. Attached please find the relevant bid information.
City Commission ratification of the attached resolution is
recommended.
