A RESOLUTION BY A 4/5THS AFFIRMATIVE VOTE OF
THE MEMBERS OF THE CITY COMMISSION,
RATIFYING, APPROVING AND CONFIRMING THE CITY
MANAGER'S FINDING THAT AN EMERGENCY NEED
EXISTS, WAIVING THE REQUIREMENTS FOR
COMPETITIVE SEALED BIDS AND APPROVING THE
PURCHASE OF A LAW ENFORCEMENT APPLICATION
PROGRAM (L.E.A.P.) FROM DANKA/CAVALIER
PRODUCTS, INC., IN THE AMOUNT OF $9,629, FOR
THE DEPARTMENT OF POLICE; ALLOCATING FUNDS
THEREFOR FROM HAITIAN NARCOTICS ENFORCEMENT,
PROJECT NO. 110060, INDEX CODE NO.
290463-840; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE A PURCHASE ORDER FOR THIS SYSTEM.
WHEREAS, the Law Enforcement Application Program (L.E.A.P.)
is a technological breakthrough that allows instant transmission
of color driver license photographs from Tallahassee to locations
throughout the state; and
WHEREAS, the identification system currently used by the
Police Department and the Special Investigations Section is dated
and inefficient with a time lapse of up to two weeks from date of
request to receipt of the photo; and
WHEREAS, funds are presently available from grant funded
Haitian Narcotics Enforcement, Project No. 110060, Index Code
290463-840, which grant will soon expire;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a 4/5ths affirmative vote of the members '
of the City Commission, the City Manager's finding that a valid
emergency need exists for the purchase of a Law Enforcement
Application Program (L.E.A.P.) from Danka/Cavalier Products,
Inc., in the amount of $9,629, for the Department of Police, is
hereby ratified, approved and confirmed, with funds therefor
hereby allocated from Haitian Narcotics Enforcement, Project No.
110060, Index Code No. 290463-840.
Section 3. The requirements for competitive sealed bids
is hereby waived for the purchase the above L.E.A.P. system.
Section 4. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a purchase order
for this system.
Section 5. This Resolution shall become effective
immediately upon its adoption.

Your authorization for the emergency approval to purchase �te LEAP system f . the

BACKGROUND
The Police Department is attempting to purchase the LEAP system for the Special
Investigations Section through the use of a High Impact Drug Trafficking Grant.
LEAP systemm is a method of retrievT_g Polor drivers' license pictures from Tallaha

of time to process the "award to bid" has put the funding source in jeopardy since the
grant is due to expire.
