RESOLUTION NO. 9 5 "- 21.9
A RESOLUTION AUTHORIZING THE CITY MANAGER
TO SUBMIT A PROPOSAL FOR FISCAL YEAR 1996
STORMWATER MANAGEMENT PARTNERSHIP PROGRAM
COOPERATIVE COST -SHARE AGREEMENTS, IN THE
AMOUNT OF $400,000, TO THE SOUTH FLORIDA
WATER MANAGEMENT DISTRICT FOR THE
RETROFITTING OF STORM SEWERS IN THE LITTLE
RIVER DRAINAGE BASIN IN THE CITY OF MIAMI,
FLORIDA.
WHEREAS, the City of Miami National Pollutant Discharge
Elimination System Permit from the United States Environmental
Protection Agency requires certain environmental protection and
enhancement, flood protection and water quality protection within
the drainage basins of the Miami River and Biscayne Bay; and
WHEREAS, certain storm sewer retrofitting projects are
Included in the City's six year Capital Improvement Program to
address the stormwater drainage problems identified in said
permit; and
WHEREAS, the Florida Legislature has allocated funds for
retrofitting stormwater basins to Improve surface water quality
throughout the State; and
WHEREAS, the South Florida Water Management District,
hereinafter referred to as the District, has been empowered
pursuant to Section 373.083 Florida Statutes to enter into cost
sharing agreements, on a 50-50 basis, with municipalities for
water quality Improvements; and

WHEREAS, the District has Issued a Request For Proposal
for Fiscal Year 1996 Stormwater Management Partnership Program
Cooperative Cost -Share Agreements for water quality Improvements;
and
WHEREAS, funds are available for the City's share of the
cost of said protects from Fiscal Year 1995 Stormwater Utility
Trust Funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained In the
Preamble to this Resolution are hereby adopted by reference
thereto and Incorporated herein as if fully set forth In this
Section.
Section 2. The City Manager is hereby authorized to
submit a Proposal for Fiscal Year 1996 Stormwater Management
Partnership Program Cooperative Cost -Share Agreements, in the
amount of $400,000 to the South Florida Water Management District
for the retrofitting of storm sewers in the Little River drainage
basin in the City of Miami, Florida.
Section 3. This Resolution shall become effective
Immediately upon Its adoption.

It Is respectfully recommended that the attached Resolution be
adopted authorizing the City Manager to submit a Proposal for
Fiscal Year 1996 Stormwater Management Partnership Program
Cooperative Cost -Share Agreements (Grant) to the South Florida
Water Management District for City stormwater drainage
retrofitting projects.
BACKGROUND:
A certain storm sewer retrofitting project in the Little River
drainage basin Is Included In the City's six year Capital
Improvement Program to address stormwater drainage problems
Identified in the City's National Pollutant Discharge Elimination
System permit Issued by the Environmental Protection Agency. The
Florida Legislature has made funding available for such projects
and has empowered the South Florida Water Management District to
administer these funds by entering Into cost -share agreements, on
a 50-50 basis, with municipalities. The City has Identified a
necessary project totaling $800,000 that qualifies for these
funds and a successful Proposal for a cost -share agreement would
provide $400,000 (50%) of State funds for this project. Funds
are available for the City's share of the cost from Stormwater
Utility Trust Funds.
The attached Resolution authorizes the City Manager to apply for
these funds.
