HomeMy WebLinkAboutR-95-0180J-95-168 2/22/95 RESOLUTION NO. 95- 180 A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING THE CITY MANAGER'S FINDING OF SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE ACQUISITION OF A UNITEL 850 DIGITAL SPREAD SPECTRUM UNITIZED INTELLIGENCE SYSTEM FROM AUDIO INTELLIGENCE DEVICES, INC., THE SOLE SOURCE PROVIDER FOR THIS EQUIPMENT, AT A PROPOSED COST OF $8,495.00, FOR THE DEPARTMENT OF POLICE; ALLOCATING FUNDS THEREFOR FROM THE HAITIAN NARCOTICS GRANT, ACCOUNT CODE NO. 290463-840, PROJECT NO. 110060; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICE TO ISSUE A PURCHASE ORDER FOR THIS SYSTEM. WHEREAS, the Department of Police requests that competitive bidding be waived for the purchase of the Unitel 850 Digital Spread Spectrum Unitized Intelligence System From Audio Intelligence Devices, Inc. at a proposed cost of $8,495.00; and WHEREAS, the Police Department must utilize new technology to stay ahead of the criminal element. The Unitel 850 is a new generation body transmitter and receiver which will allow the department to obtain evidence during undercover operations; and WHEREAS, the use of digital technology allows the transmitter to send computer type data over randomly chosen frequencies; and MY C©Mlt'd 3rox MEETING OF MAP, 9 9 1995 Resolution No. 95- 180 WHEREAS, the Police Department wishes to purchase this equipment from Audio Intelligence Devices, Inc. the sole source supplier of the Unitel 850 Digital Spread Spectrum Intelligence System; and WHEREAS, the Chief Procurement Officer has adopted a finding that Audio Intelligence Devices, Inc. is the only vendor able to provide the Unitel 850 Digital Spread Spectrum Intelligence System as requested by the Department of Police; and WHEREAS, the finding of the Chief Procurement Officer have been approved and adopted as the finding of the City Manager; and WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirements for competitive formal sealed bids be waived and the procurement of this equipment from Audio Intelligence Devices, Inc. as the sole source, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a 4/5ths affirmative vote of the members of the City Commission, after a duly advertised public hearing, the City Manager's finding that Audio Intelligence Devices, Inc. is the sole source provider of a Unitel 850 Digital Spread Spectrum Intelligence System, required by the City is hereby ratified. Section 3. The requirements for competitive sealed bids is hereby waived and the Department of Police's request for the Is a -2- acquisition of a Unitel 850 Digital Spread Spectrum Intelligence System, at a proposed cost of $8,495.00, is hereby approved, with funds therefor hereby allocated from the Haitian Narcotics Grant, Account Code No. 290463-840, Project No. 1100060. Section 4. The City Manager is hereby autnorizea zo Instruct the Chief Procurement Officer to issue a purchase order for this system. Section 5. BACKGROUND The Police Department must utilize new technology to stay ahead of the criminal element. The UNITEL 850 is a new generation body transmitter and receiver ("body bug") which wil-1. be utilized by the Police Department to obtain evidence during undercover operations. The UNITEL 850 Digital Spread Spectrum Unitized Intelligence System is a breakthrc-igh in digital spread spectrum systems. The combination of digital coding and RF power: spreading, of the UNITEL 850, offers two distinct advantages over standard radio based equipment. The use of digital technology allows the transmitter to send computer type data over randomly chosen frequencies. Additionally, the UNITEL 850 has more frequencies available to it than standard equipment. This means improved evidence clarity and increased officer safety. The UNITEL 850 is distributed by Westinghouse A.I.D., the sole source provider of this equipment. The UNITEL 850 meets the Police Department's requirements. The Chief Procurement Officer has determined that Westinghouse A.T.D., is the.sole distributo- of this equipment. It is, therefore, recommended that the Resolution authorizing the waiver of sealed bids and the purchase of a UNITEL 850 Digital Spread Spectrum Unitized Intelligence System, from Westinghouse A.I.D., at a total cost not to exceed $8,495, be approved. Lauderdale, Florida is the sole source supplier of the Unitel 850 Digital Spread Spectrum Intelligence System and the Thin -line Body Transmitter. Several vendors were contacted including: Motorola, Telex Body Transmitters, Radio Shack, Beam Radio and Multiplier Industries. None of the vendors contacted manufactures or distributed a device equivalent to the audio intelligence device and body transmitter as requested by the Police Department. According to Audio Intelligence Devices, Inc. a subdivision of Westinghouse Electric Corp. they are the sole equip:,tent manufacturer and distributor of the Unitel 850 Digital spread Spectrum Intelligence System and the Tiffin -line body transmitter. The Police Department must utilize new technology to stay ahead of the criminal element.
