RESOLUTION NO. 9 5 16 6
A RESOLUTION AUTHORIZING FUNDING FOR THE CHARLES BELL
YOUTH DEVELOPMENT FUND, SPONSORED BY THE URBAN LEAGUE
OF MIAMI, INC., AND ALLOCATING FUNDS THEREFOR, IN AN
AMOUNT NOT TO EXCEED $17,000, FROM THE LAW ENFORCEMENT
TRUST FUND, SUCH EXPENDITURES HAVING BEEN CERTIFIED BY
THE CHIEF OF POLICE AS COMPLYING WITH FLORIDA STATE
STATUTE, CHAPTER 932.7055, AS AMENDED.
WHEREAS, Florida State Statute 932.7055, as amended, authorizes the
expenditure of forfeiture proceeds for law enforcement purposes not considered
normal operating expenses; and
WHEREAS, the City of Miami, supports those groups dedicated to assisting
the youth of our ccmmunity in becoming responsible and productive citizens;
and
WHEREAS, the Charles Bell Youth Development Fund ("the Fund") will
provide caring adults in the lives of low-income, pre -adolescent and
adolescent youths who reside in the Liberty City area; and
WHEREAS, the Fund is a highly strategic effort focused on poor inner
city children who are criminally at risk; and
WHEREAS, the Fund will provide after school programs, one-on-one
counseling, latch -key programs, safe homes and community -based mentoring in an
effort to reach at -risk youths; and
WHEREAS, the Chief of Police has recommended adoption of this Resolution
and has determined that the expenditures proposed comply with Florida State
Statute 932.7055, as amended; and

WHEREAS, funds to cover the necessary expenses required for this program
are available in the City of Miami Law Enforcement Trust Fund;
NOW, 'THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this
Resolution are hereby adopted by reference thereto and incorporated herein as
if fully set forth in this Section.
Section 2. Funding for the Charles Bell Youth Development Fund,
sponsored by the Urban League of Miami, Inc., is hereby authorized, with funds
therefor, in an amount not to exceed $1.7,000, being allocated from the City of
Miami. Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247,
such costs having been certified by the Chief of Police as complying with
Florida State Statutes, Chapter 932.7055, as amended.
Section 3. This Resolution shall become effective immediately upon its
adoption.

It is respectfully recommended that a Resolution funding the
Charles Bell Youth Development Fund, sponsored by the Urban
League of Miami, Inc., in the amount of $17,000, be approved.
BACKGROUND:
The Charles Bell Youth Development Fund, sponsored by the Urban
League of Miami, Inc., seeks to be a catalyst in providing caring
adults in the lives of low-income black children; not occasional
mentors, but paid, part-time youth workers or volunteer retirees,
who commit several hours per day. The target age group will be
pre -adolescent and adolescent youths who reside in the Liberty
City area. The types of development programs will include social
group work, after school programs, one-on-one counseling, latch-
key programs, safe homes and community -based mentoring. The
Charles Bell Youth Development Fund is a highly strategic effort
focused on poor inner city children who are criminally at -risk.
It is, therefore, recommended that the Resolution funding the
Charles Bell Youth Development Fund, sponsored by the Urban
League of Miami, Inc., in the amount of $17,000, be approved.
Funding is to be from the Law Enforcement Trust Fund, Project No.
690001, Index Code 029002-247.
