HomeMy WebLinkAboutR-95-0157ki J-95-344 3/9/95 RESOLUTION NO. 95 w 15 7 A RESOLUTION OF THE MIAMI CITY COMMISSION EXPRESSING ITS OPPOSITION TO THE PROPOSED REDUCTION OF FEDERAL FUNDING FOR THE SUMMER YOUTH EMPLOYMENT PROGRAM AND URGING THE MEMBERS OF CONGRESS TO APPROPRIATE FUNDING TO ASSURE THE CONTINUATION OF SAID PROGRAM; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THE HEREIN RESOLUTION TO THE OFFICIALS DESIGNATED HEREIN. WHEREAS, a reduction in funding for the Summer Youth Employment Program has been proposed by Congress; and WHEREAS, said funding reduction will negatively impact the City of Miami and all other cities throughout the United States by eliminating the opportunity for the Nation's youth to obtain job training and placement during the summer months; and WHEREAS, the training received by the participants of the Program provides our young people with direction and knowledge that they will take with them to adulthood; NOW, THEREFORE, BE IN RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference CITY COMMISSION MEETING OF MAR Q 9 1995 Resolution No. 9 5 -- 157 thereto and incorporated herein as if fully set forth in this Section. Section 2. The Miami City Commission hereby expresses its opposition to the proposed reduction of Federal funding for the Summer Youth Employment Program and hereby urges the members of Congress to appropriate funding to assure the continuation of said Program. Section 3. The City Clerk is hereby directed to transmit a copy of the herein Resolution to United States Senators Connie Mack and Bob Graham and all of the United States Representatives of the Miami Congressional Delegation. Miami, Florida 33233-0708 hJ Dear Ms. Hirai: Thank you for your recent letter expressing your support for the continuation of funding for the Summer Youth Employment:}and TrainingProgram. I share g your support for this program and am trying to ensure its continued funding. I worked hard to make in order an amendment to restore funding for the summer jobs program, and Congressman Stephen Horn (R-CA) introduced that amendment to restore funding for this rescission. Our amendment, in complying with the structure dictated by the rule that was adopted by the Rules Committee, was offset by other accounts to restore approximately half of the funding for the summer jobs program. Unfortunately, time ran out during the amendment process and we were unable to offer our proposal. We did, however, have the support of numerous members from both parties wishing to see the continuation of the Summer Youth Employment and Training Program. I am working with various members of the Senate to ensure the future of this important program. I understand how important this program is in providing employment opportunities for teenagers who are desperately in need of marketable skills and sound work experience. The Partners for Employment of At -Risk Students initiative is a fine example of how this program has been successfully utilized. I will continue to fight througho t the Conference process to see that funds are made available s that the summer jobs program can remain a reality. Again, hank you for your letter. I appreciate knowing of the Commission's opposition�tb proposed cuts in the program, and I agree that the SYEP is an extremely effective and important program that must be maintained. The summer youth program provides critical work experience and income assistance for thousands of underprivileged and urban teenagers in South Florida. The Department of Labor estimates that without this program, 7,800 summer jobs and over sixteen million wage dollars would be lost in South Florida over the next two years. This program also provides the first work experience for many young people who might not otherwise find summer employment. Without support from the summer jobs program, many employers will not be able to provide opportunities for the very teenagers who are most in need of developing marketable skills and a strong work ethic. Therefore, I strongly agree that the summer jobs program is a vital government initiative that appropriately addresses an important public need. While I voted against cutting the SYEP, the full House recently approved a package to rescind all funding for the program. Responding to this, I have initiated two campaigns -- one among the South Florida delegation, and another among my colleagues in the entire House -- to restore funding for SYEP in the Senate. I have developed a strong bipartisan coalition of supporters, and I am hopeful that the Senate will have the good sense to restore the SYEP so this issue can be decided in conference committee. Again, thank you for contacting me with the Commission's concerns. Please inform the Commission of my response and extend to them my best wishes.
