J-95-43 12/14/94 RESOLUTION NO . 9 5 '- 10 1 A RESOLUTION, AUTHORIZING THE CITY MANAGER TO REALLOCATE $50,000 IN COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FUNDS, FROM CDBG PROJECT ENTITLED "MULTIFAMILY HOUSING REHABILITATION LOAN PROGRAM REVENUE ACCOUNT", FOR THE PURPOSE OF PROVIDING ADMINISTRATIVE FUNDING TO THE URBAN LEAGUE OF GREATER MIAMI, INC. FOR UNDERTAKING HOUSING RELATED ACTIVITIES IN THE MODEL CITY NEIGHBORHOOD; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE URBAN LEAGUE OF GREATER MIAMI, INC., IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO REVIEW AND APPROVAL OF ORGANIZATIONAL CAPACITY AND PROPOSED WORK PROGRAM BY THE CITY MANAGER. WHEREAS, there exists in the City of Miami a severe shortage of housing within the affordability range of families and individuals of low and moderate income; and WHEREAS, the City Commission recognizes that participation of both the public and private sector is necessary to foster the development of housing within the affordability range of the City's low and moderate income families and individuals; and WHEREAS, in October of 1994, the Urban League of Greater Miami, Inc. met with the City Administration to discuss the organization's "Back to Basics and Beyond" strategy for the Model City/Liberty City target area bounded on the north by 79th Street, the south by NW 54th Street, the east by NW 7th Avenue and the west by 15th Avenue; and WHEREAS, the Urban League's "Back to Basics and Beyond" strategy is a comprehensive approach to change both the social car com=032 MEETING OF FEB 0 9 1995 Resolution No, 95- 101 and physical environment of the Model City/Liberty City area through education, parenting, crime prevention, housing and economic development; and WHEREAS, the provision of affordable decent, safe and sanitary housing in the Model City/Liberty City area is a key component of the Urban League's "Back to Basics and Beyond"; and WHEREAS, in November of 1994, T. Willard Fair, President & CEO of the Urban League made a written request to the City for funding in the amount of $50,000 in order to acquire professional services in connection with the housing and economic development components of the strategy; and WHEREAS, funding has been identified and is available from CDBG Project entitled "Multifamily Housing Rehabilitation Loan Program Revenue Account" for the abovementioned purpose; and WHEREAS, the City Administration recommends funding in the amount of $50,000 to the Urban League of Greater Miami, Inc., for the purpose of undertaking housing related activities in the Model City neighborhood; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to reallocate $50,000 in Community Development Block Grant Program 95- 101 -2- funds from CDBG Project entitled "Multifamily Housing Rehabilitation Loan Program Revenue Account", for the purpose of providing administrative funding to the Urban League of Greater Miami, Inc. for undertaking housing related activities in the Model City neighborhood. Section 3. The City Manager is hereby authorized 1/ to execute an agreement with the Urban League of Greater Miami, Inc., in a form acceptable to the City Attorney, in an amount of $50,000, for the period covering January 12, 1995 through June 30, 1995, subject to review and approval of organizational capacity and proposed work program by the City Manager. The Department of Development and Housing Conservation recommends ratification of the attached resolution authorizing the City Manager to reallocate $50,000 in Community Development Block Grant Program funds from CDBG Project entitled "Multifamily Housing Rehabilitation Loan Program Revenue Account", for the purpose of providing administrative funding to the Urban League of Greater Miami, Inc., for undertaking housing related activities in the Model City neighborhood. Moreover, the "Back to Basics and Beyond" strategy involves a collaborative effort involving government, community agencies, church and community organizations and schools which maximizes all available resources to positively impact and enhance the functioning of the adult/family unit and the development of children. 9 5— 101 Honorable Mayor and Members of the City Commission Page 2 The provision of affordable, decent, safe and sanitary housing in the Model City/Liberty City area is a key component of the Urban League's "Back to Basic and Beyond" strategy. To this end, in November of 1994, Mr. T. Willard Fair, President & CEO of the Urban League of Greater Miami, Inc., made a written request to the City for funding in the amount of $50,000 in order to acquire professional services for both the housing and economic development components of the strategy. The aforementioned funds would be used to defray the cost of securing architectural and urban design services, surveys, real property title searches and staff support. To date, the Urban League of Greater Miami, Inc. has been successful in developing M & M Maison i, a 30 unit rental housing project veloped on a 1.2 acre parcel donated to the not -for - profit 7poration by the City in July of 1986. Moreover, the Urban League anticipates breaking -ground on M & M Maison II, a 21 unit rental housing project by February of 1995. The Department of Development and Housing Conservation recommends the provision of $50,000 in administrative funding to the Urban League of Greater Miami, Inc. in connection with their efforts to develop affordable housing in the Model City neighborhood. Funding in the amount of $50,000 has been identified and is available from CDBG Project entitled "Multifamily Housing Rehabilitation Loan Program Revenue Account" co fund the Urban League's request. The Urban League of Greater Miami at its' last annual meeting, introduced our primary agenda for the next ten (10) years; "Back To Basics And Beyond". In light of the existing and on -going conditions in the Model City/Liberty City area, the Urban League designed an approach aimed positively at influencing the variables which contributes to these conditions. The discernable variables includes education, parenting, crime prevention, housing, and economic development. In pursuit of these objectives, the formulation of various partnerships with both public and private entities are necessary. Given the target areas locale, it is only reasonable to request anti expect the City of Miami's participation as a viable partner. Concurrently, we are in the midst of the housing and economic development portion of our effort. It has been determined that fifty thousand dollars ($50,000.00) is needed in order to acquire professional services for both the housing and economic development components i.e. architectural and Urban design activities. Monies will also be used for other due diligence and consultant components, Le. survey, property searches, and support staff.
