The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The development of a full -service boat yard/marisna facility and ancillary marine -related retail use, including the optional development of a public market facility and/or an historic interpretive facility on City -owned waterfront property, located at 2640 South Bayshore Drive, Miami, Florida, is hereby declared a Unified Development Project (UDP). Section 3. The City Manager is hereby authorized to prepare a draft Request for Proposals (RFP) to procure from a private person, an integrated package which consists of planning and design, construction, leasing axxi management of improvements for said UDP. Section 4. A public hearing is hereby scheduled for May 11, 1995 at 10:00 A.M. to take testimony regarding the draft RFP for said UDP. 95- 48 -2- Seotion S. upon its adoption. BACKGROUND: Pursuant to Resolution No. 94-782, the City Commission directed the City Manager to initiate the Unified Development Project (UDP) process for the development of a full -service boat yard facility and ancillary marine -related retail uses at the City -owned waterfront property located at 2640 South Bayshore Drive, Miami, Florida. Resolution No. 94-782 included a comprehensive program for restoration of the Dinner Key area. As presented in the redevelopment plan for this site, the UDP will also include as an option, the development of a public market facility and /or a historic interpretive facility. In accordance with the requirements set forth for UDPs in City of Miami Charter Section 29-A(c) and City of Miami Code Section 18-52.9, the City of Miami Commission must declared the development of improvements a Unified Development Project as stipulated in the attached Resolution. The proposed Resolution further sets a public hearing for May 11, 1995 at 10:00 a.m. to take testimony regarding a draft Request for Proposals (RFP) for this UDP. 95- 48 ,3% Honorable Mayor and Members of the City Commission Page two At the conclusion of the public hearing, the City Commission, may authorize the issuance of the RFP, select a certified public accounting firm and appoint members for a review committee to evaluate proposals and render a written report to the City Manager. . % The. Department of Development and Housing Conservation, Development Division will implement the UDP process for this property. It is therefore, recommended that the City Commission approve the attached Resolution in its entirety in order to initiate the UDP process. Attachments: Proposed Resolution 95- 48
