HomeMy WebLinkAboutR-95-0042J-95-56 12/27/94 RESOLUTION N0. -9 5_-- 42 A RESOLUTION BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE MMERS OF THE CITY CO MLSSION, AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S EMERGENCY ACTION IN WAIVING THE RF]QUIREMM FOR COMPETITIVE SEALED BIDS FOR THE PUROHASE OF FOUR HUNDRED (400) HUBCAPS FOR 1991, 1992 AND 1993 POLICE DEPARTMENT PATROL VEHICLES FROM MAROONE CHEVROLET, AT A TOTAL PROPOSED AMOUNT OF $6,780.00; ALLOCATING FUNDS THEREFOR FROM THE DEPARTMENT OF GENERAL SERVICES ArZ=STRATION AND SOLID WASTE, GMRAL OPERATING BUDGET, ACCOUNT CODE NO. 421701-702-503001; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR SAID ACQUISITION. WHEREAS, the 1991, 1992, and 1993 Chevrolet Caprices, which axe used as police patrol vehicles axe in need of hubcaps; and WHEREAS, the vehicles have a tendency to lose their hubcaps when placed into emergency maneuvers giving the vehicles an unkempt appearance and not projecting the professional image that the City deserves; and WHEREAS, funds for said purchase are available from the Department of General Services Administration and Solid Waste General Operating Budget, Account Code No. 421701-702-503001; vy NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. By an affirmative vote of Four -fifths (4/5ths) of the members of the City Commission, after a duly advertised publio hearing, the City Manager's emergency action in waiving the requirement for competitive sealed bids for the purchase of four hundred (400) hubcaps for 1991, 1992 and 1993 Police Department patrol vehicles from Maroon Chevrolet, at a total proposed amount of $6,780.00 is hereby ratified, approved and confirmed., with funds therefor hereby allocated from the Department of General Services Administration and Solid Waste, General Operating Budget, A000unt Code No. 421701-702-503001. Section 3. The City Manager is hereby authorized to instruot the Chief Procurement Officer to issue a purchase order for said acquisition. Section 4. Funds are available from Account Code 270601-773. The Department of Police has a large number of 1991, 1992 and 1993 model year Chevrolet Caprices that have a tendency to lose their hubcaps when placed into emergency maneuvers. The 1994 model year Caprice has a different type of wheel that uses a screw on type of hubcap. As a result of the above noted deficiency, the 1991, 1992 and 1993 model year patrol vehicles that have missing hubcaps look unkempt and do not project the professional image that our City deserves. The award was to Maroone Chevrolet the lowest most responsive and responsible bidder at a total proposed amount of $6,780.00. Funds for this purchase are available from Account Code No. 421701-702-503001. W l iams Assistant City Manager SUBJECT : Request for Emergency Purchase of Hubcaps REFERENCES: per your request ENCLOSURES: This memorandum is to request your approval in authorizing an emergency purchase of four hundred (400) Chevrolet Caprice police patrol car hubcaps from the lowest, most responsive and responsible informal bidder. The City of Miami Police Department has a large number of 1991, 1992 and 1993 model year Chevrolet Caprices that have a tendency to lose their hubcaps when placed into emergency maneuvers. RECOMMENDATION Given the proximity of the Summit of the Americas and the international media coverage that our City will receive during those days we are herewith requesting your authorization for an emergency purchase of four hundred (400) Chevrolet Caprice hubcaps from the lowest, most responsive and responsible informal bidder. Cost of the four hundred (400) hubcaps is estimated at $6,800. Funding for this purchase is available from the Department of General Services and Solid Waste, Motor Pool Division's FY'94-95 Budget Account 421701-702-503001. Please, indicate with your signature below your approval of the above noted emergency procurement.
