WHEREAS, the City of Miami has a Minority and women -owned Procurement
Program to further the goal of increasing the total annual volume of all
procurement expenditures to minority and women -owned business enterprises,
which Program authorizes a set --aside for use by the City Manager as he may
deem advisable; and.
WHEREAS, three depository bank accounts are proposed to be established
to receive revenues from Community Development Grant Funds, State Revenue
Sharing revenues, and Local Option Gas Tax revenues when received by the City,
said funds to be subsequently wise transferred into the City's main depository
acoount within five working days; and.
WHEREAS, it is necessary for the City Manager to issue a RFP from
minority and women -owned banks for the establishment of said special bank
accounts; and
WmmS, it is also neoessary to establish and appoint members to a
selection Committee to review said RFPs;

Section 1. The reoitals and figs contained in the Preamble to
this Resolution are hereby adopted by reference thereto and incorporated
herein as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized, to issue a
Request for Proposals ("RFP"), in substantially the attached form, from
minority and women -owned banks for the establishment of special bank accounts
for a two year period, one each with an Hispanic, Black and Women -owned. bank.
Section 3. A five member selection committee is hereby
established and the following individuals are hereby appointed to said
committee to review the Request for Proposals:

The City of Miami, under its Minority and Women Procurement
Program, to further the goal of increasing the total annual
volume of all procurement expenditures to minority and women -
owned business enterprises, has authorized the establishment of
three depository bank accounts with Black, Hispanic and Women -
owned banks.
Each depository bank will receive one of the following revenues
of the City:
Community Development Grant Funds
(Actual FY-94 Receipts - $9.5 million).
Local Option Gas Tax
(Actual FY-94 Receipts - $9.Q million).
State Revenue Sharing Revenue
(Actual FY-94 Receipts - $9.1 million).
Funds received in these accounts will be automatically
transferred by the bank to the City's main depository account
within five (5) working days.
The City reserves the right to reject any and all proposals and
postpone or cancel at any time this Request for Proposals
process. This solicitation and responses thereto are subject to
Federal, State, and local laws.
Qualification Considerations
A. Bank must be a Black, Hispanic or Women -owned bank in which
at least fifty-one percent (51%) of said enterprise is owned
by Blacks, Hispanics or Women whose management and daily
business are controlled by one or more Blacks, Hispanics or
Women individually and not in combination. Proposal must
specify for which minority it is being submitted.
B. Bank must be qualified as a "Public Depository Bank" by the
State of Florida and submit proof thereof.
C. Bank must be located in Dade County. Proposal must specify
the location that will handle the account.
D. Bank must demonstrate compliance with the Federal Community
Reinvestment Act by submitting its rating from the most
recent Federal Reserve Bank review or if not yet reviewed, a
notarized affidavit to that effect and a copy of its
Community Reinvestment policy.

E. Bank must be registered as a minority vendor with the City
Of Miami Office of Procurement Management located at 1390
Northwest 20th Street, Miami, Florida, Telephone Number
(305) 575-5174.
F. Bank must comply with all requirements of Ordinance
No. 10082, a copy of which is attached hereto.
The Bank will receive the funds directly from the State or
Federal government at least on a monthly basis and will transfer
the funds to the City's depository account with another bank by
wire within five (5) working days of original receipt of the
funds.
The Bank must also provide monthly bank statements to the City
and provide customer services to discuss matters related to the
account.
The selection criteria for evaluation of proposals are:
Completeness of proposal covering qualification
considerations.
The bank's capability to provide requested services.
The bank's willingness to provide voluntary consideration to
the City for maintaining the account.
A selection committee will recommend banks to the City
Manager who will recommend award of contracts to the City
Commission.
Interested banks must submit seven (7) copies of their proposals
certifying to the effect that they qualify as Black, Hispanic or
Women -owned, as applicable. Proposals must be mailed or
delivered to the below address and be postmarked or received
prior to 3:30 P.M. on (T.B.D. �.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached Resolution authorizing the City Manager to request
proposals from Minority and Women -Owned Banks for establishing
special bank accounts for a period of two years and providing for
appointment of a selection committee.
BACKGROUND
The Finance Department recommends the establishment of three
depository bank accounts under the set -aside provision of the
Minority and Women Procurement Program. These accounts will be
used specifically to receive the following revenue items:
- Community Development Grant Funds
- State Revenue Sharing Revenues
- Local Option Gas Tax
Each of these accounts is estimated to receive approximately
$9 million annually. Once funds are deposited in these accounts
as received from the State and Federal Governments, the banks
will have five working days to transfer such funds into the
City's main depository account.
As background to the City's banking practices, in September 1993
the City entered into a contract with First Union National Bank
who was the successful bidder in a competitive request for
proposals process. This contract was approved by City Commission
Resolution No. 93-455 and provides comprehensive banking services
to the City at very favorable rates until September 1996. The
attached proposal is an effort to spread the City's depository
banking services and to share some of the business with local
women and minority owned banks.

Investments of the City are also made on a competitive basis, as
required by Section 47 of the City charter, which states that
City moneys "shall be deposited with such responsible banking
institutions as furnish such security as the Commission may
determine and should agree to pay the highest rate of interest."
