HomeMy WebLinkAboutR-95-0006J-95-40 12/29/94 RESOLUTION No. 9 5 + 6 A RESOLUTION AUTHORIZING THE FUNDING OF A PRODUCTION, IN CONJUNCTION WITH THE COCONUT GROVE PLAYHOUSE, OF A DOMESTIC VIOLENCE AND ANTI -CRIME RELATED PLAY ENTITLED "BREAKING THE CYCLE" AND ALLOCATING FUNDING, THEREFOR, IN AN AMOUNT NOT TO EXCEED $100,000, FROM THE LAW ENFORCEIVOU TRUST FUND, SUCH EXPENDITURES HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH FLORIDA STATE STATUTES, CHAPTER 932.7055, AS AMENDED. WHEREAS, Florida State Statute 932.7055, as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, a large number of students from the City of Miami and Dade County areas have experienced disruption in their lives due to crime and domestic violence; and WHERAS, young people are challenged by their culture, environment and family situations which can lead them to solve problems through violence or crime; and WHEREAS, the theater is an effective medium for the transmission of information to students regarding critical issues related to crime and domestic violence; and WHEREAS, three prior productions, "Going for the Win", "Agape" and "BX Blues", were highly successful and were presented to over 200,000 students; and WHEREAS, the Coconut Grove Playhouse has proposed the production of a fourth play to be presented in area schools; and CITY COMMISSION MEETING OF JAN 1 2 T95 Resolution No. 9 5 - WHEREAS, the cast members will be trained in the area of counseling and will conduct post performance discussions; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has certified that the expenditures proposed comply with Florida State Statute 932.7055, as amended; and WHEREAS, funds to cover the necessary expenses required for this program are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MUM, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted. Section 2. The funding for the production of a domestic violence and crime related play entitled "Breaking the Cycle", in conjunction with the Coconut Grove Playhouse is hereby authorized, with funds therefor hereby allocated, in an amount not to exceed $100,000, from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247, such expenditures having been certified by the Chief of Police as complying with Florida State Statutes, Chapter 932.7055, as amended. This production will be presented by the cast of the Coconut Grove Playhouse, and funding will be from the Law Enforcement Trust Fund, in the amount of $100,000. BACKGROUND: The Police Department supports the efforts of community groups attacking such critical issues as substance abuse, crime, domestic violence, prejudice, interracial conflict, poverty, and many others. The Coconut Grove Playhouse is the largest regional theatre in the State of Florida and maintains a continuous commitment to our community. The Playhouse is located within the City of Miami and is recognized nationally. , Over the past several years, this institution has demonstrated its commitment to educational programs relating to theatre and its influence on young people. Last year the Playhouse, in conjunction with the City of Miami Police Department, produced the play "BX Blues". This was the third anti -substance abuse play produced specifically for local students. This play was seen live by over 50,000 students in area schools and proved to be a huge success. The play was also aired on Channel 4 and viewed by an additional 100,000 students and parents. Cast members, trained in counselling, follow each presentation with discussion. Teachers are provided with a Teachers Resource Guide for pre and post performance activities. This year's production will focus on crime and domestic violence issues and how their effects manifest on the "next generation". The play will demonstrate how young people are challenged by their culture, environment and family situations and how these challenges can lead them to solve problems through crime and violence. it is, therefore, recommends funding for the production of the Coconut Grove Playhouse, approved.
