RESOLUTION NO. 9 5 w 4
A RESOLUTION AUTHORIZING THE FUNDING OF
ASPIRA OF FLORIDA, INC., AND ALLOCATING FUNDS
THEREFOR, IN AN AMOUNT NOT TO EXCEED $15,000,
FROM THE LAW ENFORCEMENT TRUST FUND, SUCH
EXPENDITURE HAVING BEEN CERTIFIED BY THE
CHIEF OF POLICE AS COMPLYING WITH FLORIDA
STATE STATUTES, CHAPTER 932.7055, AS AMENDED.
WHEREAS, Florida State Statute 932.7055, as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the City of Miami Police Department recognizes that
much of the crime committed today is committed by repeat
offenders; and
WHEREAS, ASPIRA of Florida, Inc., attempts to divert
individuals with high risk profiles into prevention and
intervention services; and
WHEREAS, ASPIRA of Florida, Inc., will target youths from
the Wynwood area; and
WHEREAS, the City of Miami Police Department supports these
efforts and has taken an active role in the funding of such
programs; and

WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has certified that the proposed expenditures
comply with Florida State Statute 932.7055, as amended; and
WHEREAS, funds to cover the necessary expenses required for
this program are available in the City of Miami Law Enforcement
Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The funding of ASPIRA of Florida, Inc., is
hereby authorized, with funds therefor allocated, in an amount
not to exceed $15,000, from the City of Miami Law Enforcement
Trust Fund, Project No. 690001, Index Code 029002-247, such
expenditures having been certified by the Chief of Police as
complying with Florida State Statutes, Chapter 932.7055, as
amended.
Section 3. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that a Resolution authorizing the
funding of ASPIRA of Florida, Inc., in an amount not to exceed
$15,000, from the Law Enforcement Trust Fund, be approved.
BACKGROUND:
The Police Department recognizes that the majority of crime
committed today is committed by repeat offenders. Forty percent
of first time youth offenders experience a repeat contact with
the juvenile justice system. Many of these repeat offenders
eventually drop out of high school and continue with a life of
crime. ASPIRA offers a program designed to identify youth
exhibiting high risk behavior and to divert them into prevention
and intervention services. These funds are designated to target
the Wynwood area.
It is, therefore, recommended that a Resolution authorizing the
funding of ASPIRA of Florida, Inc., in an amount not to exceed
$15,000, be approved. Funding is to be from the Law Enforcement
Trust Fund, Project No. 690001, Index Code No. 029002-247.
