ORDINANCE NO. 11324
AN EMERGENCY ORDINANCE ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED: "REFUGEE
COMMUNITY STRENGTHENING PROGRAM (FY '96)11,
AND APPROPRIATING $220,000 TO SAID FUND;
AUTHORIZING THE CITY MANAGER TO ACCEPT A
GRANT FROM THE U.S. DEPARTMENT OF HEALTH AND
HUMAN SERVICES AND TO EXECUTE THE NECESSARY
AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH THE OFFICE OF REFUGEE
RESETTLEMENT, FOR SAID PURPOSE; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Congress of the United States adopted into law
the Refugee Education Assistance Act of 1980 and the Refugee
Assistance Extension Act of 1986 to establish programs to prepare
Refugee and Entrant's Section 401(c) for entry into the labor
force, to afford job skills and English language training to
those who are in special need of such training, and to assist the
refugees to obtain productive employment; and
WHEREAS, the Neighborhood Enhancement Team ("NET") operates
the Neighborhoods Jobs Program to meet the mandate of the
aforementioned public law; and
WHEREAS, the Department of Health and Human Services has
awarded the City of Miami $220,000 from the Refugee Education
Assistance Act of 1980, Section 501(a), and the Refugee
Assistance Extension Act of 1.986, Section 401(c), to operate a

Refugee Community Strengthening Program specifically targeted to
refugees and entrants; and
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following special revenue fund is hereby
established and resources are hereby appropriated as described
herein:
FUND TITLE: Refugee Community Strengthening
Program (FY '96)
RESOURCES: U.S. Department of Health
and Human Services $220,000
APPROPRIATION: Refugee Community Strengthening
Program (FY -96) $220,000
Section 3. This appropriation is contingent upon funding
by the Office of Refugee Resettlement and the City Manager's
acceptance thereof.
Section 4. The City Manager is hereby authorized-/ to
accept a $220,000 grant from the U. S. Department of Health and
Human Services, and to execute the necessary documents, in a form
acceptable to the City Attorney, with the Office of Refugee
Resettlement for said purpose.
1� The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 5. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 6. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further grounds of the necessity to make
the required and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 8. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 9. This Ordinance shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached ordinance which establishes a new special revenue fund
entitled "Refugee Community Family Strengthening Program" and
appropriates $220,000 for this purpose from the U.S. Department of
Health and Human Services through the Office of Refugee
Resettlement.
BACKGROUND:
NET has been awarded a Social Services (Discretionary) grant from
the U.S. Department of Health and Human Services to provide refugee
residents in the City with employment opportunities and access to
English language and skills training, and to government information
and services. The City has been awarded $220,000 from these funds.
Adoption of the proposed legislation establishes the aforementioned
Special Revenue Fund and appropriates funds as outlined above.
