HomeMy WebLinkAboutO-11320J-95-794 8/30/95 ORDINANCE NO. 113 2 0 AN ORDINANCE ESTABLISHING A SPECIAL REVENUE FUND ENTITLED: "SAFE HAVEN'S GRANT FOR OUTREACH TO MENTALLY ILL INDIVIDUALS" AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $72,550 CONSISTING OF A GRANT FROM THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("USHUD") THROUGH NORTH WEST DADE MENTAL HEALTH CENTER; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD FROM USHUD AND TO EXECUTE THE NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the U. S. Department of Housing & Urban Development (USHUD) notified Northwest Dade Mental Health Center, Inc. (the "Center") that it is eligible to receive a grant entitled "Safe Havens Project"; and WHEREAS, the Center is a community mental health center accredited by the Joint Commission for the accreditation of Healthcare Organizations and is proposing to develop a safe haven for fourteen homeless men with serious mental illness who have been unwilling or unable to participate in traditionally offered services; and WHEREAS, the Dade County Homeless Plan calls for separate housing for men, women, and families under one roof; and 11320 WHEREAS, this environment is incompatible with the population targeted by the Center, and there are no alternatives within the entire county; and WHEREAS, the City of Miami's Office of Homeless Programs offers outreach and referral services to the homeless and said services are an integral part of the Dade County Homeless Trust's plan to help the homeless individuals of our community; and WHEREAS, the Center has offered a three-year, $72,550 contract to the office of Homeless Programs for the expansion of its outreach and referral services to homeless mentally ill persons; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: Safe Haven's Grant for Outreach Program to Mentally Ill Individuals RESOURCES: United States Department of Housing and Urban Development through the Northwest Dade Mental Health Center $ 72,550 APPROPRIATIONS: Safe Haven's Grant for Outreach Program to Mentally Ill Individuals $ 72,550 Section 3. This appropriation is contingent upon the approval of the City's application for said grant by the - 2 - 1132'o Northwest Dade Mental Health Center, and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorized) to accept said grant as set forth in the Preamble to this Ordinance and to execute the necessary document(s), in a form acceptable to the City Attorney, for this purpose. Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. This Ordinance shall become effective thirty (30) days after final reading and adoption thereof. PASSED ON FIRST READING BY TITLE ONLY this 14th day of September 1995.
