ORDINANCE NO. 11116
AN EMERGENCY ORDINANCE ESTABLISHING INITIAL
RESOURCES AND INITIAL APPROPRIATIONS FOR A
SPECIAL REVENUE FUND ENTITLED: "COPS AHEAD";
AUTHORIZING THE CITY MANAGER TO ACCEPT A
GRANT FROM THE U. S. DEPARTMENT OF JUSTICE,
IN THE AMOUNT OF $450,000, AND TO EXECUTE ANY
DOCUMENTS NECESSARY, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, SAID GRANT TO PROVIDE
FUNDING FOR SALARIES AND BENEFITS FOR SIX NEW
POLICE OFFICERS; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the Miami Police Department applied for a grant
from the U.S. Department of Justice, Office of Community Oriented
Policing Services, to provide funding for salaries and benefits
to hire six (6) new police officers; and
WHEREAS, the U.S. Department of Justice has awarded the City
of Miami Police Department a grant, in the amount of $450,000,
with the requirement that the City of Miami provide matching
funds in the amount of $302,942.00; and
WHEREAS, it is now necessary to establish a Special Revenue
Fund for the appropriation of said monies and to execute the
necessary documents for acceptance of said grant;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference

thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:
Fund Title: COPS AHEAD
Resources: U.S. Department of Justice $450,000
Appropriations: Police Officers Salaries
and Benefits $450,000
Section 3. The City Manager is hereby authorizedl/ to
accept a grant from the U.S. Department of Justice, in the amount
of $450,000, and to execute any documents necessary, in a form
acceptable to the City Attorney, said grant to provide funding
for salaries and benefits for six new police officers.
Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further grounds of the necessity to make

the required and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 7. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section S. This Ordinance shall become effective
immediately upon its adoption.

REFERENCES:
ENCLOSURES.
It is respectfully recommended that an Ordinance establishing a
Special Revenue Fund entitled: "COPS AHEAD," accepting a grant
from the U.S. Department of Justice, in the amount of $450,000
and appropriating funds for the operation of same, be adopted.
BACKGROUND:
The Miami Police Department has been awarded a grant, from the
U.S. Department of Justice, in the amount of $450,000. The grant
will allow the Police Department to hire six (6) new police
officers. The monies can only be used to pay for the salaries
and benefits of these officers. The amount is based on three (3)
years. Matching funds, in the amount of $302,942, is required of
the City of Miami.
This Ordinance is being requested on an emergency basis on the
grounds of urgent public need for the preservation of peace,
health, safety, and property of the City of Miami, by curtailing
narcotics trafficking.
