INTER -OFFICE MEMORANDUM53

TO; Honorable Mayor and
Members of the City Commission
FROM: Ces

RECOMMENDATION
DATE: July 3, 1995
FILE:
SUBJECT: Emergency Ordinance to Increase
Street Closure Fee and to Change
Method for Solid Waste Billing
REFERENCES:
Commission Agenda Item for
ENCLOSURES: July 13, 1995
It is respectfully recommended that the City Commission adopt the attached emergency ordinance
authorizing an increase in the fee for obtaining permits required to obstruct or close streets or
sidewalks; and, a second provision amending the section of the City Code which establishes solid
waste bills to be mailed semiannually and instead granting to the City Manager the authority to
declare an alternate method of billing which shall be annually.
BACKGROUND
The City Code requires an application fee of thirty dollars ($30) for each permit application seeking
permission to obstruct or close a street or to impede traffic. This fee was established on December
9, 1982 and has never been increased. We are proposing to increase it to one -hundred dollars
($100.00). Based on the number of permits issued in 1994, we collected $24,420. An increased fee
of $100 would have generated $81,400.
Solid waste bills are presently mailed twice yearly to approximately 54,000 accounts.
Administrative and mailing costs are very expensive. This initiative to reduce mailing expenses is
part of our overall strategy to streamline City operations and reduce costs.
Please feel free to contact me should you wish further details.
