ORDINANCE NO. 11275
AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO. 11059,
ADOPTED ON APRIL 15, 1993, WHICH ESTABLISHED INITIAL
RESOURCES AND INITIAL APPROPRIATIONS FOR A SPECIAL
REVENUE FUND ENTITLED: "DRUG ABUSE RESISTANCE
EDUCATION" TO PROVIDE FOR AN INCREASE IN THE AMOUNT
OF $29,472, FROM METROPOLITAN DADE COUNTY; AUTHORIZING
THE CITY MANAGER TO EXECUTE ANY DOCUMENTS NECESSARY,
IN A FORM ACCEPTABLE TO THE CITY ATIORNEY, TO
ACCOMPLISH THE ACCEPTANCE OF THE GRANT; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City of Miami Police Department is continuing its efforts
toward educating the youth of our community in the dangers of drug and alcohol
abuse; and
WHEREAS, the City of Miami Police Department will be the lead
jurisdiction for a pilot Drug Abuse Resistance Education ("D.A.R.E.") camp,
during the week of August 14-18, 1995; and
WHEREAS, the D.A.R.E. camp will serve a total of approximately 60 at -risk

youths from the jurisdictions of the City of Miami, Miami Springs and Hialeah;
and
WHEREAS, the City of Miami will have approximately 30 youths attending
this camp; and
WHEREAS, Metropolitan Dade County has approved an additional award of
$29,472, toward the 'payment of police officer and administrative staff
salaries and program expenses, with no matching funds from the City of Miami
to accomplish this summer camp; and
WHEREAS, any purchases would have to comply with applicable city code
purchasing requirements;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MUM,
FIARIDA:
Section 1. The recitals and findings contained in the Preamble to this
Ordinance are hereby adopted by reference thereto and incorporated herein as
fully set forth in this Section.
Section 2. Section 2 of Ordinance No. 11059, adopted April 15, 1993, is
hereby amended in the following particulars:l/
"Section 2. The following Special Revenue Fund is hereby established and
resources are hereby appropriated as described herein:
FUND TITLE: Drug Abuse Resistance Education
RESOURCES: Metropolitan Dade County $169,389 198,852
APPROPRIATIONS: Total Personnel $153;469 $163,453
Total Training Costs $-q-35A 7,350
Total Support Costs $-8;963 $ 28,049"
Section 3. The City Manager is hereby authorized to accept the funding
as set forth in the Preamble to this Ordinance and to enter into the necessary
contract(s) and/or agreement(s), in a form acceptable to the City Attorney,/
for the acceptance of the aforesaid monies for the compensation of personnel
and other program related expenses.
Section 4. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this Ordinance are hereby
repealed.
l Words and/or figures stricken through shall be deleted. Underscored words
and/or figures shall be added. The remaining provisions are now in effect
and remain unchanged.
2/ The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 5. If any section, part of section, paragraph, clause, phrase,
or word of this Ordinance is declared invalid, the remaining provisions of
this Ordinance shall not be affected.
Section 6. This Ordinance is hereby declared to be an emergency measure
on the grounds of urgent public need for the preservation of peace, health,
safety, and property of the City of Miami, and upon the further grounds of the
necessity of the City of Miami to make the required and necessary payments to
its employees and officers, payment of its debts, necessary and required
purchases of goods and supplies, and to generally carry on the functions and
duties of municipal affairs.
Section 7. The requirement of reading this ordinance on two separate
days is hereby dispensed with by an affirmative vote of not less than four -
fifths of the members of the Commission.
Section 8. This ordinance shall beccme effective immediately upon its
adoption.

It is respectfully . recommended that an Ordinance amending
Ordinance No. 11059, which established initial resources and
initial appropriation for a Special Revenue Fund entitled: "Drug
Abuse Resistance Education (D.A.R.E.)," and increasing said
appropriation by $29,472, as a result of additional funding from
Metropolitan Dade County, be adopted.
BACKGROUND:
The Miami Police Department is continuing its efforts in
educating the youth of our schools in the dangers of alcohol and
substance abuse. Toward this end the Drug Abuse Resistance
Education (D.A.R.E.) program was established. This program
targets elementary school students about to move on to middle
school. Metropolitan Dade County has proposed an additional
$29,472 toward the payment of police officers salaries certified
in teaching the D.A.R.E. program, administrative staff salaries,
and program expenses for a D.A.R.E. camp to be held August 14-18,
1995. The additional funds are pending final approval from the
State of Florida and is expected to be forthcoming. No funds
will be expended until such approval is received. There are no
matching funds required from the City of Miami.
The Miami Police Department will be the lead jurisdiction in a
pilot D.A.R.E. camp program. The camp will serve approximately
60 at -risk youths from the jurisdictions of the City of Miami,
Miami Springs and Hialeah. Each jurisdiction will select the
children who will attend. There will be approximately 30 youths
attending from the City of Miami. The intention of the camp is
to provide these children with an opportunity to make the
transition from the D.A.R.E. classroom to an out -of -school,
recreational setting. In addition, the children will participate
in many wonderful and new activities, all under careful
supervision of the D.A.R.E. officer from their neighborhood
elementary school.
This Ordinance is being requested on an emergency basis because
of the time constraints involved in planning and executing the
