Odio, City Manager OCT-rI -W45 MOO In:2S J-95-771 9/1/9S RESOLUTION NO.-J., ,1�j 7 A RESOLUTION RELATING TO THE DEVELOPMENT OF A 90 UNIT AFFORDABLE HOMEOWNERSHIP HOUSING--�'J� PROJECT, TO BE KNOWN AS "KNIGHT MANOR HOMRS----'� / PROJECT'", PLANNED FOR DEVELOPMENT BY THE URBAN LEAGUE OF GREATER MIAMI, INC. ("CORPORATION"), ON AN ELEVEN (1.1) ACRE PARCEL LOCATED IN THE MODEL CITY NEIGHBORHOOD, AT NORTHWEST 67TH AND 69TH STREETS BETWEEN NORTHWEST 7TH AND 10TH AVENUES, MIAMI, FLORIDA; AUTHORIZING THE CITY MANAGER TO ALLOCATE AND DISBURSE FUNDING FROM THE CITY'S HOME INVESTMENT PARTNERSHIP PROGRAM, IN AN AMOUNT NOT TO EXCEED $50, 000, TO SAID CORPORATION TO DEFRAY THE COSTS ASSOCIATED WITH PREDEVELOPMENT ACTIVITIES IN CONNECTION WITH SAID D13VELOPMEI4TI AUTHORIZING THE CITY MANAGER TO ALLOCATE FUNDING AS A PRELIMINARY COIMMITMRISrl FOR PROJECT CONSTRUCTION, IN AN AMOUNT NOT TO- EXCEED $2,375,000 OVER A TWO YEAR' PERIOD FROM THB CITY'S HOME INVESTMENT PARTNERSHIP PROGRAM AND/CAR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, SUBJECT TO SAID CORPORATION SECURING ADDITIONAL PROJECT FUNDING COMMITMENTS IN AN EQUAL AMOUNT FROM METROPOLITAN DADE COUNTY AND/OR THE STATE OF FLORIDA AND A SATISFACTORY RESOLUTION OF ANY ENVIRONMENTAL ISSUES ASSOCIATED WITH THE DEVELOPMENT SITE; FURTHER AUTHORIZING THR CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE URBAN LEAGUE OF GREATER MIAMI, INC. TO IMPLEMENT SAID ALLOCATIONS FOR SAID PROJECT. WHEREAS, a. severe shortage of housing within the affordability range of families and individuals of lowand moderate income exists in the City of Miami; and M201wt CITY COMMISSION MEETING OF Atootu •cn ri �5- � OCT- 6--9`S H b N 1!5 -e WHEREAS, the City Commission recognizes that participation of both the public and private sector is necessary to foster the development of housing affordable to low and moderate income families and individuals in the City; and WHEREAS, in May 1995, the Urban League of Greater Miami, xnc. submitted a formal application to the City of Miami for funding in the amount oc $4,750,000 to be provided in the form of a grant, in connection with the development of an 134 unit affordable housing project on a site located at Northwest 67th and 69th Streets between Northwest 7th and loth Avenues, Miami, Florida; and WHEREAS, after several meetings with representatives of the Urban League of Greater Miami, Inc. and Knight Manor Homes, Inc. (joint venture partner), the City Administration expressed concerns relative to the economic/market feasibility of developing approximately 96 townhome units and 38 single family homes on the eleven (11) acre tract in the price range of $80,000 - $90,000; and WHEREAS, City staff has also expressed concerns relative Co a portion of the development site perhaps being contaminated with hazardous or toxic materials as a result of a dry cleaners business which previously operated near Northwest 7th Avenue between Northwest 67th and 69th Streets, Diiami, Florida; and WHERMAS, in an effort to address the aforementioned concerns prior to the City of Miami making any firm cot-mni.tments for project funding/financing in connection with the proposed Knight Manor Homes Project, the City Administration has recommended that - 2 - 9 5 - 806 9 5 - 6.18 its 2:�0 the Urban League of Greater Miami, Inc. carry out several pr.edevelopment activities in order to further assist the City in assessing the economic feasibility of the proposed project, in addition to addressing the city's concerns relative to the environmental status of the site; and WHEREAS, in an effort to move the development of the aforementioned housing project forward, the City Administration recommends the provision of $50,000 in City HOME Program, funds to defray the cost of predevelopment activities in connection with the proposed housing project; and WHHRFAS, the City Administration further recommends providing a preliminary allocation for project construction funding, in an amount not to exceed $2, 315, 000, over a two year period from the City's Home Investment Partnership Program and/or Community Development Block Grant Program, subject to the Urban League of Greater Miami, Inc. securing additional project funding commitments in an equal amount from Metropolitan Dade County and/or the State of Florida; ` NOW, THER.BFORS, BE IT RESOLVED BY TAB COMMISSION OF THH CITY OF MIAMI, FLORIDA: section 1. The City Manager is hereby authorized to allocate and disburse funding from the City's Horne Investment Partnership Program, in an amount not to exceed $50,'000, to the Urban League of Greater Miami, Tnc, to deEray the costs associated with the predevelopmeiit activities in connection with the development of the proposed Knight Manor Homes Project, a 90 unit affordable Homeownership Housing Project planned for development on an eleven acre parcel located at Northwest 67th and 69th Streets between 7th and loth Avenues in the Model City Neighborhood, Miami, Florida. Section 3. The City Manager is hereby authorized to allocate funding as a preliminary commitment for project construction, in an amount not to excaed $2,375,000, over a, two (2) year period from the City'e Home Investment Partnership Program and/or Community Development Block Grant Program, subject to the Urban League of Greater Miami, Inc. securing additional project funding commitments in an equal amount from Metropolitan Dade County and/or the State of Florida, and a satisfactory resolution of any environmental issues associated with the development site. Section 4. The City Manager is hereby authorizedl/ to execute the necessary documents, in a form acceptable to the City Attorney, to implement said allocations for said project. it The herein authorization is further subject to Compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. - 95- 806 05- C-18 ocr- 1 G-q5 MON 1 5 : 2g Section 5.
