1. Registration. That all civic, community organizations, or any organization that
purports to represent any segment of any group within the City of Miami, register itself
with the City of Miami, and present the following information, ANNUALLY:
a) Their charter and specific purpose for being.
b) An Affidavit of Membership with the names and addresses of all members,
Board of Directors and Officers.
c) Statement of positions held by any of its members, Directors and Officers,
on any City of Miami boards or committees -ad hoc or otherwise.
d) Legal counsel, if any.
e) The organizational structure, procedures for election of officers and board
members, frequency of meetings, membership dues, and requirements for quorums.
This information must be filed with the City of Miami and totally updated annually,
starting 30 days from the passing of said resolution, and then on its anniversary every
year thereafter. In the event that this information is either not updated, nor willingly
supplied, then any individual wishing to speak on behalf of that organization will not
be permitted to represent it in front of any City of Miami Commission, Board or
Committee.
2. Proof of Registration That prior to any and all appearances involving any type of
representation on behalf of any civic, community organizations, or any organization
that purports to represent any segment of any group within the City of Miami, the City
Commission Clerk, Board or Committee Chairman, must be presented with a valid
receipt from the City of Miami, for the annual registration of the organization.
3. Representations. That all civic, community organizations, or any organization that
purports to represent any segment of any group within the City of Miami, must
provide:
a) A resolution signed by the Board of Directors, or a quorum of its
organization, indicating its position in regards to the application before the City
Commission, Board or Committee, before which the individual representing this
organization, appears.
4. Abstention. Any person participating in any City Board or Committee is required
to abstain themselves from discussion and vote on any agenda item that involves any
representative of any civic, community organizations, or any organization that
purports to represent any segment of any group within the City of Miami, of which
that person is a member.

This letter is to confirm my comments to you regarding the resolution to be presented at the
September City Commission hearing concerning the accountability and authenticity of groups
who report to represent organizations with the City of Miami.
As I indicated to you, I personally wholeheartedly support this resolution and have talked to
other Chamber directors who also do. This matter will be presented at our August 21 st Board of
Directors meeting, and I expect that it will receive unanimous board support.

Regarding the City Commission's discussion of Agenda Item 7
on Thursday September 14, 1995, the Board of Directors of
the Coconut Grove Civic Club, have voted to express our
organization's support for the ordinance included in your
agenda package dealing with speakers before the City
Commission. The proposed ordinance as written, strikes a
reasonable balance between the interests of decorum and the
right of the public to speak at City Commission meetings.
