Moreover, an application will be submitted to the Florida Community Trust - Preservation 2000 Program in an attempt to achieve this goal. I personally support the intent of the petitioners and I am therefore submitting this as an agenda item for our Commission Meeting of September 14, 1995. Enthusiastically, as I feel about your initiative to preserve the congruency of this segment of our community, I must remind you that Commission approval is necessary. I am looking forward to working with you in this matter. As you are well aware, the green areas of the City of Miami are really below the optimum, and it would seem that instead of building on them, a more appropriate use of those lands would be to convert them into neighborhood parks. Furthermore, my constituents also told me that they are in the process of organizing themselves as a civic association, and I would hope that as soon as they are incorporated, you will give them the courtesy of an appointment so they may personally express their feelings and ideas. Thank you further for submitting our Preservation 2000 Program application on the Commission September 14th Meeting. It was not possible to submit the application for this grant cycle due to the late date on which we received the application; however, we are equally earnest in our desire to submit the grant application for the next cycle and create a neighborhood green space. We have been contacted by Mr. Jack Luff of the City of Miami Planning Department today, through a phone call from Sarah Eaton to John Kneski, inviting us to brief their office on our Preservation 2000 application plans. Mr. Kneski informed Ms. Eaton that he had already been in contact with Gregory Gay of the planning office in preparation of the application, nonetheless, he has scheduled a meeting with her on August 28th NINE EIGHTY Nw TENTH AVENUE - MIANII, FLORIDA 33136 TELEPHONE & FAX 305 545 6356 �1 S�SS� 95 C 39,.` Project Purposes and Objectives The acquisition of this land assists in satisfying both various aspects of the comprehensive plan as well as the needs of the neighborhood. The site is located on the public facade edge of a neighborhood that was originally designed, subdivided and developed as single family residential parcels. This is still the primary use. These parcels originally faced a golf course to the north which has subsequently been developed into a Metro -Dade jail and an unattractive Metro -Dade Water and Sewer Authority industrial equipment and materials storage facility. These changes have had an obvious adverse effect on the neighborhood. The subsequent rezoning of the conservation site as a "commercial" parcel has potentially compounded the adverse effect of these changes rather than help to alleviate them. Conserving this site as an open green space will restore a psychological "buffer zone" and an aesthetic "scenic corridor" between these uses, per the comprehensive plan, which are at odds with each other. The next concept is the conservation of the only available undeveloped green space in a historically significant neighborhood. The proposed conservation area is central in a large area devoid of public green space and does not fall into any existing City of Miami park service radii. Introduction of this recreation facility would also help the city compensate for an existing deficiency of mini parks (open green space under one acre) in the Overtown area per the comprehensive plan. The continued openness of the parcel has become paramount in the understanding of this traditional neighborhood. Future uses of the site should include educational activities as well as recreational activities such as a neighborhood garden and children's playground equipment. Recommended improvements to facilitate these functions should include a historically correct enclosure to provide protection for young children from the traffic of the surrounding streets, allow for controlled hours of access to the site and help define the special "sense of place" of the conservation area. The neighborhood would participate in the hours of access procedure in order to minimize undesired use of the facility. No areas of lawn are proposed in order to reduce regular maintenance, and the neighborhood would enter into a partnership with the city in the maintenance of this facility by virtue of the nature of its functions.
