Un June 7, 1995, the City Commmisston of the City of Miami Beach adopted
Resolution No. 95.21603, requesting the U.S. Coast Guard to prohibit the opening
of a bridge on the Venarisr t;,osuaAway whan¢var repair or eonatruation work is
being p*rformed on the alternate bridge of the Vattetian Causeway, The City
Commission is hopeful that the City of Miami will join us in this request to the
U.S. Coast Guard, since the potentially adverse consequences to residents of both
of our cities is obvious.
Please include on the next City of Miami Commission agenda for ,July 13, it
presentation of the attached Resolution and request for cooperative support in
soaking to insure that during the reconstruction of the Venetian Causeway our
Cities cooperate to'minimixe inoonvenience to our communities, Miami Beach City
Commissioner Nancy Liebman and Assistant City Manager ,Too FLApn arc requesting
to appear before the Miami City Commission on this issue. We understand that the
placement of this item on the agendas would be for Approximately 1.0;00 a.m. on
July 13.

A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIOA, REQUESTING
THE UNITED STATES COAST GUARD TO PROHIBIT THE
OPENING OF A BRIUOE ON THE VENETIAN CAUSEWAY
WHENEVER REPAIR OR CONSTRUCTION WORK IS BEING
PERFORMER ON THE ALTERNATE ` IBRiOGE OF THE
VENETIAN CAUSEWAY.
WHEREAS, the Venetian Causeway Is currently under repair and will undergo major
renovations by the Florida Department of Transportation due to its deteriorated condition;
and
WHEREAS, the east and west bridges on the Venetian Causeway are old and
regularly have become stuck and prevented the flow of traffic to and from the Venetian
Islands; and
WHEREAS, when one bridge on the Venetian Causeway is under construction
there will be only one available alternate route for ingress and egress from the Venetian
Islands; and
WHEREAS, should both bridges on the Venetian Causeway become inoperative
simultaneously, serious impacts upon public welfare and safety would result due to the
Inability of police, fire, and medical vehicles to access the Venetian Islands, the inability
of public and private sanitation removal services to be performed, and the Inability of
residents and employees on the Venetian Islands to travel to and from their homes and

businesses; and
WHEREAS, the minor Inconvenience which would be experienced -by -boaters to
proceed to alternate channels to accommodate the closing of both bridges simultaneously
Is greatly outweighed by the benefit to the public welfare which would result from the
closing of all bridges on the. Venetian Causeway when any one bridge is under
construction or repair.
NOWO THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission of the City of Miami Beach respectfully request that the United States Coast
Guard prohibit the operation of a bridge on It rd Venetian Causeway whenever the alternate
bridge is under repair or wnstruction.

REs VENETIAN CAUSEWAY RENOVATION
As a result of the June 1 emergency meeting regarding the Venetian Causeway, please
place on the June 791995 city commission agenda a discussion item on the pending
renovation project which is stated to begin in 90 days.
In addition to the update on the Causeway renovation, including the Coast Guard's
acceptance of the westerly bridge plain, the topics for discussion should include:
(1) the selection of than point person who will communicate and coordinate between the
cities: of Miami and Miami Reach on all issues, including any disruptions which may occur
during the reconstruction period.
(2) a review of the interl aral agreement between Miami and Miami Beach to determine
the extent of shaved services and expenses during the reconstruction period.
(J) ar resolution requesting the United States Coast Guard to prohibit the opening of a
bridge on the Venetian Causeway whenever repair or construction work is being
performed on the alternate bridge of the Venetian Causeway.
