SUBJECT: Resolution Authorizing Issuance of
RFP for Virginia Key Boatyard
Property UDP

It is respectfully recommended that the City Commission adopt the attached Resolution authorizing
the issuance of a Request For Proposals ("RFP") on May 30, 1995, in substantially the form
attached, for a Un. 'Ad Development Project ("UDP") consisting of the development of a boatyard
facility and optional ancillary marine -related retail and recreational uses on approximately 5.7 acres
of City -owned waterfront property located at 3501 Rickenbacker Causeway, Virginia Key, Miami,
Florida as required by the City Charter and Code for Unified Development Projects.
BACKGROUND:
The Department of welopment recommends that the City Commission adopt the attached
Resolution in order to implement the UDP process for the development of the aforementioned
City -owned property.
On April 27,1995, by Resolution No. 95-xxx, the City Commission declared the development of a
boatyard facility and optional ancillary marine -related retail and recreational uses on approximately
5.7 acres of City -owned waterfront property, located at Virginia Key, Miami, Florida, a UDP as
required by City Charter Section 29-A(c) and City Code Section 18.52.9.
In accordance with City of Miami Charter Section 29-A(c) and City Code Section 18,52.9, the City
Commission has scheduled -ublic hearing for May 11, 1995, to take testimony regarding the
contents of the RFP, and c .ler its issuance on May 30, 1995. Furthermore, the Charter and
C requires that a certitita public accounting firm be selected and a review committee be
apt nted to evaluate proposals to be received in response to the RFP.

Today, the City of Miami Commission will consider declaring the development of
a boat yard and ancillary uses on City -owned property located at 3501
Rickenbacker Causeway, on Virginia Key, a Unified Development Project
("UDP"). If approved, a public hearinr- will be scheduled nor May 11, 1995 to
take testimony regarding a draft Request for Proposals ("RFP") for this UDP.
Please advertise the attached public hearing notice on May 1, 1995.

A.M. TO TAKE TESTIMONY REGARDING THE
CONTENTS OF THE DRAFT RFP FOR THE
DEVELOPMENT OF THE VIRGINIA KEY BOATYARD
AND ANCILLARY USES ON CITY -OWNED
WATERFRONT PROPERTY LOCATED AT 3501
RICKENBACKER CAUSEWAY, VIRGINIA KEY, MIAMI ,
FLORIDA. AT THE CONCLUSION OF THE PUBLIC
HEARING, THE CITY COMMISSION WILL CONSIDER
AUTHORIZING THE ISSUANCE OF THE RFP, THE
APPOINTMENT OF MEMBERS TO A REVIEW
COMMITTEE TO EVALUATE PROPOSALS RECEIVED
IN RESPONSE TO THE RFP.
All interested parties may appear at the meeting to be held at
the time and place specified above. Should any person desire
to appeal any decision of the City Commission with respect to
any matter to be considered at this hearing, that person shall
ensure that a verbatim record of the proceedings is made
including all testimony and evidence upon which any appeal
may be based.
