On November 24, 1994, the Department of Development and Housing
Conservation placed the first of three advertisements in three
separate newspaper, naxrrely the Miami Herald, the Miami Times, and
Diario de Las Americas. The advertisement informed the public of
the availability of the St. Hugh Oaks units, as well as
explaining the application and lottery process. The advertisement
again appea �d on December 1st and finally on December 15th. All
interested .erson had until January 13, 1995 to schedule an
appointment to be pre -qualified..
As of the original closing date, twenty six (26) applicants have
been interviewed, of which twenty one (21) have been declared
pre -qualified by the City's FHA sponsor, the National Development
Council.
Since less than twenty three (23) applicants have been pre -
qualified, the Department of Development and Housing Conservation
re -advertised from February 23, 1995 to March 31, 1995.
After consulting the above matter with Commissioner Miller
Dawkins and Commissir�ner Wifredo Gort, President and Secretary
respectively of the Condominium Association, it was agreed that
it would be in the best interest of the project to proceed with
the application process with the twenty one (21) pre -qualified
applicants. This means 1) conducting an open house so as to
allow the pre -qualified applicant the opportunity to see the
homes. 2) conduct the lottery, which would primarily be for site
selection purposes. 3) execute sales contracts and 4) commence
with the processing of the mortgage loans.
Proceeding as indicated above would allow us to get one step
closer to moving families into the development, which would
eliminate the need and extra cost of 24 hour security. It would
also eliminate making the pre -qualified applicant wait. These
families are in the market to buy a home, delays may cause some
of them to look elsewhere. Also there are certain occupancy
conditions imposed by the State of Florida in order to finalize
the condominium approval as well as with the FHA Insurance
process.

An open house was held on Tuesday, April 4, and Wednesday, April
5, 1995, were the pre -qualified applicant were given an
opportunity to view the project and the models.
The next step is to conduct the lottery which has been scheduled "
for the April 13, 1995 City Commission meeting. All pre -qualified
applicants have been invited to attend and witness the ceremony
in person. Site selection will be determined in the order that
the applicants are selected.
I respectively request that Commissioner Miller Dawkins and
Commissioner Wifredo Gort, President and Secretary respectively
of the Condominium Association, select a Master of Ceremonies
that will be responsible for drawing the applicants names.
