It Is respectfully recommended that the City Commission adopt the
attached resolution authorizing the permanent restriction of,
vehicular access to streets within the Coral Gate Neighborhood,
subject to the approval of the Dade County Traffic Director., and
Identifying a method of funding their Installation.
BACKGROUND:
On July 22, 1993 a group of citizens from the Coral Gate
neighborhood, bounded by S.W. 16 Street, S.W. 21 Street, S.W. 32
Avenue and Douglas Road, appeared before the City Commission
requesting that vehicular access be restricted to many of the
streets serving the Coral Gate neighborhood. The citizens'
request for vehicular access restrictions Is in response to the
Increasing need to control and prevent undesirable activities and
vehicular traffic adjacent to and within their neighborhood and a
desire to maintain the "character" of the neighborhood.
Resolution No. 93-488 approving the implementation of traffic
control Plan "A" on a trial basis was adopted by the City
Commission.
During the trial period, the Public Works Department retained the
services of a professional traffic engineering consultant to
prepare a traffic analysis of the vehicular access restrictions
contained In Plan "A" and solicited each property owners opinion
of temporary traffic control Plan "A" by mailing a postage paid,
self addressed post card ballot to each property, owner. The
results of the ballot are as follows (as of January 11, 1995):

The Fire Department's, Police Departments's and Solid Waste
Division's evaluations of Plan "A" are enclosed.
After extensively studying the traffic patters of the
neighborhood during the trial period, consulting the various
traffic counts, considering the recommendations contained in the
traffic engineering consultant's report and responses by the
Police, Fire and Solid Waste Departments, an AMENDED traffic
control Plan "A" was prepared by the Public Works, Police and
Fire Departments. It is respectively recommended that the City
Commission adopt Amended Plan "A" for recommendation to the
Metropolitan Dade County Traffic Director.
In accordance with Commission policy, the City of Miami will not
fund closures for neighborhood streets. If any traffic control
measures are adopted by the City Commission, a method of
financing their construction and maintenance must be IdeItIfIed,
which could include voluntary contributions by Interested
property owners. The total cost of permanent barricades Is
estimated to be $3,500 each for a total of $17,600.

With reference to your letter concerning the subject matter, we
would like to advise you of the following:

We have received your menu requesting our final recommendations
concerning the proposed vehicular restrictions to the Coral Gate
Neighborhood.
We evaluated this area earlier this year. after further
evaluation, our recommendation remains in opposition to the
placement of any of the barricades in this area.
The placement of barricades in any area of the City of Miami
reduces the accessibility to emergency vehicles. Restricted
access even hampers the effectiveness of routine patrol. When
emergency situations arise, we prefer to have the most
unobstructed access to a location as possible. Increasing the
arrival time on a critical incident, even if by only a few
minutes, could he the difference in bringing a situation to a
successful conclusion. Even though we see the request as having
merit, we still cannot support an effort to barricade off this
sects on of the City of Mi alms -

After reviewing the location of barricades in the Coral Gate
Neighborhood, the City of Miami Fire -Rescue DwyarLment offers tho
following in order of priority,
1. That barricades not be allowed on S.W. 16 Street and Coral
Gate Drive, and on S.W. 32 Avenue and 18 Street. This option
gives us access to Coral Gate from tour sides (37 Ave#
32 Ave, 16 Street, Coral Nay).
2. Same as abovo except that S.W. 16 Street and Coral Gate
Drive, and S.W. 32 Avenue and 18 Street could be posted as
"One Way Do Not Enter".
3. Barricades should be used only if it can be provon that
i•eiaponse times to that aroa will not increase.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the Commission of the City of
Miami, Florida, on February 9, 1995 at 10:00 a.m. in the City
Commission Chambers at City Hall, 3500 Pan American Drive, Miami,
Florida, for the purpose of hearing objections from any
interested parties affected by the Permanent Restriction of
Vehicular Access to the Coral Gate Neighborhood, in accordance
with Amended Plan "A". Said Amended Plan "A" is on file with the
City of Miasmi Department of Public Works,. 275 N.W. 2 Street,
Miami, Florida.
All interested persons are invited to appear and may be heard
concerning the proposed traffic measures. Should any person
desire to appeal any decision of the City Commission with respect
to any matter considered at this hearing, that person shall
ensure that a verbatim record of the proceedings is made,
including all testimony and evidence upon which any appeal may be
based.
