Virginia Key is best serving the residents of Florida in its present state.
The City of Miami's plans to make It a 500 site (the Sonesta Hotel only has
220 rooms so that is twice as big as the Sonesta) camping ground will add
2,000 people to the small beach front which is already at maximum capacity
on weekends because most of the beach has a strong current and cannot be
used.
Windsurfers have already been using Virginia Key beach for more than 10
years. Virginia Key is a windsurfing beach! It has been mentioned in
windsurfing publications as one of the best places to go in Florida to
windsurf. Resorts dedicated to wind -seeking enthusiasts are common
throughout the world. This Is Florida's spot!
Windsurfers have been sharing this beach simbiotically with Hispanic people
on picnics for years. The picnicers are in the water on less windy days.
The windsurfers are In the water on the windy, usually cooler days.
Everyone gets along.
Windsurfers do not hurt the environment nor the ecology of the area. In
fact windsurfers are usually model citizens. 89.8% of windsurfers are
college educated and hold professional Mobs. In fact, during the
Neurological Convention in Miami Beach, the windsurfing rental site was
swamped with doctors.
Windsurfing Is a tourist attraction for Miami. According to American
Sports Data Analysis, there are approximately one million windsurfers In
the U.S. This number doesn`t include the many European and South American
Windsurfers who visit here. But we don't propose to GIVE the park to the
tourists as the RV park proposed by the City of Miami will.
Windsurfing is an Olympic sport. This Is a place where maneuvers can be
practiced by Florida Olympic hopefuls. There is a reef offshore at Virginia
Key where there are breaking waves. No other spot in South Miami has this.
Intermediate and Advanced windsurfers need the swell and breaking waves to
challenge their windsurfing skills.
Windsurfers don't have a lot of choice as to where to go. The wind
direction dictates where a suitable spot for windsurfing is. When the wind
is dangerously off -shore at Biscayne Bay it Is usually much safer to
windsurf at Virginia Key.
Parking near the beach Is critical for windsurfing. Windsurfers have to
carry a lot of equipment back and forth to the beach. Some boards weigh as
much as 30 pounds. On a windy weekend, parking for at least 150 cars near
the beach area Is needed. Also, the windsurfers need a long length of beach
to safely accommodate up to 200 boards going and coming from the water.
Windsurfers can have traffic dams and hit one another! Having an extra
2,000 people from the campsite milling about would create havoc.
Aside from parking near the water and a long stretch of beach to launch
from, windsurfers need very little. Windsurfers are an active, outdoor -
oriented endangered species that appreciates Virginia Key very much. Don't

The United States WindsurlIng Association is the national ,governing body for the amateur sport of
windsurting In the United States. I am one of eight national directors for the organization and am chairman of
the Safety and Access Committee. USWA has been made aware of the proposed Virginia Key Development
Casupground which is presently the subject of debate regarding the potential development of 150 acres of
ocean front land located at Virginia Key, Miami, Florida.
Local windsurfers and Windsurfing Associations are extremely concerned that they could lose access to one
of the few public launch sites for ocean sailing within 60 miles of Miami. The site is also considered one of
the beat sailing sites in the entire Miami artA.
it is not our desire to hinder or prevent development. What is important is that a major access site that is
relied upon by so many (and which helps support the local tourism industry) not be eliminated or restricted
solely in the Hama of development or progress.
On behalf of the USWA and all windsurfers who use this site, we strongly encourage you to make certain that
any development,plan for and accommodate the needs of pre-existing users including but not limited to broad
based beach access with adequate parking for windsurfers.

and preserve windsurkers right to use of this very important access site.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the issuance of a Request For Proposals ("RFP") on January 24, 1995, in substantially
the form attached, for a Unified Development Project ("UDP") consisting of the development of
the Virginia Key Campground and ancillary recreational facilities on approximately 155 acres of
City -owned waterfront property located at Virginia Key Beach, Miami, Florida; selecting a
certified public accounting firm and appointing members to a review committee to evaluate
proposals and report findings to the City Manager as required by the City Charter and Code for
Unified Development Projects.
BACKGROUND:
The Department of Development recommends that the City Commission adopt the attached
Resolution in order to implement the UDP process for the development of the aforementioned
City -owned property.
On July 26, 1994, by Resolution No. 94-571, the City Commission declared the development of
the Virginia Key Campground and ancillary recreational facilities on approximately 155 acres of
City -owned waterfront property, Miami, Florida, a UDP as required by City Charter Section 29-
A(c) and City Code Section 18.52.9.
In accordance with City of Miami Charter Section 29-A(c) and City Code Section 18.52.9, the
City Commission has scheduled a public hearing for January 12, 1995 to take testimony regarding
the contents of the RFP, authorize its issuance, select a certified public accounting firm and
appoint members to a review committee from persons recommended by the City Manager.

It is recommended that the certified public accounting team, composed of Ernst & Young LLP, in
association with the minority -owned firm of Watson & Co., be selected as the certified public
accounting team for this UDP. Ernst , & Young was ranked as number one out of total of 4
submissions of qualifications evaluatedfby City staff and two independent CPA's.
Furthermore, the following individuals are recommended for appointment to the review committee
for this UDP Project:

testimony, etc. on these RFD's have been rescheduled a number of times. On October 27, 1994, the
