On December 28, 1994; a property owners sleeting was held at the Ingraham Bldg
located at: 25 SE 2 AVE # 1239, regarding the issue of the Flagler core area special
assessment district and whether the district should be extended for an additional
year and if so for what purpose should the money be used for (the district expires on
March 8, 1994). 7
All property owners were mailed meeting notices and asked to attend the meeting
or send their responses/recommendations in writing prior to the meeting.
The property owners present at this meeting discussed this issue and recommend.
the following points to be presented to the City Commission. on January 26, 1995.
(see attached minutes)
1) That the Flagler core area special assessment district be extended for one more
year provided that the .Honey be used for marketing the district.
2) That the money be administered by the property owners association, Downtown
Miami Partnership, through a Committee of the property owners assessed in said
district.

December 28,1994 5:30 p.m.

The meeting began at approx. 5:45 p.m. Everyone introduced themselves and signed
in their names and the property they represent. Rafael Kapustin as Vice Chair of
Downtown Miami Partnership began the meeting by giving a brief history on the
special assessment district. Rafael said that the sentiment on the street from many
property owners who pay the special assessment is that they no longer want the
district to continue. Rafael said Commissioner Gort knowing this, suggested the
idea of using the money on a one year experiment basis for marketing Downtown.
Rafael asked those present what they felt about this idea, and opened up the meeting
for discussion.
A discussion then proceeded as to how much money this assessment generates.
Josie said last year the monies generated were approx. $ 315,000.00. Oscar White said
that is only a drop in the bucket, although I agree that the security issue is one that
the City should be dealing with. Nancy Restrepo from Burdines commented on the
fact that as far as marketing is concerned that is very little money. Nancy also said
the good thing though is that Downtown can then start marketing itself together
with Bayside and Omni as part of the one City one Downtown theme. Rafael said
the monies would be used for public relations, for educating merchants and
property owners, advertising, marketing etc... Howard Stone from Burdines said but
if you are going to use this money for marketing downtown and when people get
here they do not like what they see what good will the marketing do. Oscar White
said what if some of the money was used towards security and some towards
marketing. Josie said for that amount of money you could not get any type of
security if you had less wackenhut people they would not be able to cover the whole
district properly. Sergio Rok said if we keep paying for security the City will not see
the need to provide adequate security because we are paying for it ourselves. Rafael
the way this procedure works is as follows, we will make a recommendation from
what this group decides and it will go before the Commission for a first hearing in
January and then a second hearing in February, that is the reason we met at this
time because we need to get our recommendation on the City Commission agenda
in early January. Rafael said in the past the recommendation that the property
owners come make to the Commission, is usually supported by the Commission
since it is the property owners money anyways. Josie said in the letter we sent out
to property owners we asked them to respond via letters if they could not attend this
meeting and I have received sixteen letters. 1 have verified the folio #'s and
property names etc.. and everything is correct, all sixteen letters are against
extending the district for security and all are in favor of using the money for
marketing.
A discussion went on for one hour, at approx. 6:30 p.m., Georgina Pardo made a
motion, "To extend the district only for one more year provided that the money be
used for marketing the district". Oscar White seconded the motion. A discussion
then followed and Sergio Rok said I would like to amend that motion to include
that the funds be administered by the property owners association, Downtown
Miami Partnership, through a Committee of property owners assessed in this
district. Georgina then amended the motion to read "To extend the district for one
more year provided that the money be used for marketing the district", and that the
funds be administered by the property owners association, Downtown Miami
Partnership, through a committee of the property assessed in this district. Oscar
White seconded the motion. Rafael asked how many are in favor and how many
are against. There were eleven (11) Property owners represented, ten (10) were in
favor and one (1) was opposed. Jim Wallen from the Holiday Inn said we are in
favor of using the money for security, so I oppose this motion. Rafael suggested the
possibility of hiring Counsel to represent the group before the Commission with
their recommendation. All present agreed this would be a good idea.
The meeting adjourned at approx. 7:00 p.m.
