HomeMy WebLinkAboutR-96-0916J-96-1266 11 /26/96 RESOLUTION Nao 6 - J A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, ALLOCATING TO METROPOLITAN DADE COUNTY, DEPARTMENT OF HUMAN RESOURCES (OFFICE OF COMMUNITY SERVICES), THE AMOUNT OF $810,823.00, AND TO CHRISTIAN COMMUNITY SERVICE AGENCY, INC., THE AMOUNT OF $1,924,834.00, FROM THE FISCAL YEAR 1996 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM GRANT FUNDS; SAID FUNDING FOR THE PROVISION OF SHORT AND LONG TERM HOUSING ASSISTANCE TO VERY LOW INCOME PERSONS WITH AIDS. WHEREAS, the Housing Opportunities for Persons With AIDS (HOPWA) Program was created under the AIDS Housing Opportunity Act, and revised under the Housing and Community Development Act of 1992; and WHEREAS, Section 606(d)(2) of the Housing and Community Development Act of 1992 stipulates that the City of Miami, being the most populous unit of general local government in an eligible metropolitan statistical area (EMSA), not including county I i government, must be the applicant for the HOPWA Grant and be allocated the related funding; and WHEREAS, in April, 1996, the City of Miami submitted a Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD) for funding the Community Development Block Grant (CDBG), HOPWA, Home Investment Partnerships (HOME), and Emergency Shelter Grant (ESG) Programs from fiscal year 1996 federal funding; and r WHEREAS, in March, 1996, the City Commission, pursuant to Ordinance No. 11355, established a special revenue fund entitled "Housing Opportunities for Persons With AIDS (HOPWA) Grant Program FY 1996", and appropriated $8,359,000 from USHUD funding for the implementation and administration of the 1996 HOPWA Program; and WHEREAS, in September, 1996, pursuant to Resolution No. 96-681, the City Commission revised the 1996 HOPWA Program Plan; and WHEREAS, in October, 1996, the City's HOPWA Advisory Board (HAB), at a duly noticed public hearing, unanimously recommended that the City Commission directly allocate $810,823.00, in fiscal year 1996 HOPWA funds, to Metropolitan Dade County, Department of Human Resources (Office of Community Services) for the provision of short term housing assistance to very low income persons with AIDS; and WHEREAS, in November, 1996, the HAB, at a duly noticed public hearing, unanimously recommended that the City Commission directly allocate $1,924,834.00, in fiscal year 1996 HOPWA funds, to Christian Community Service Agency, Inc., for the provision of long term, provider based housing assistance to very low income persons with AIDS; and WHEREAS, the City Administration agrees with, and supports, the allocations recommended by the HAB; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. —2— r Section 2. The City Manager is hereby authorized' to execute an Agreement, and amendments thereto, with Metropolitan Dade County, Department of Human Resources (Office of Community Services) allocating the amount of $810,823.00, from Fiscal Year 1996 HOPWA Program grant funds, for the provision of short term housing assistance to very low income persons with AIDS. Section 3. The City Manager is hereby further authorized 1 to execute an Agreement, and amendments thereto, with Christian Community Service Agency, Inc., allocating the amount of $1,924,834.00, from Fiscal Year 1996 HOPWA Program grant funds, for the provision of long term, provider based housing assistance, to very low income persons with AIDS Section 4. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 12th day of December , 1996. (CCSA) for the provision of short and long term housing assistance to very low income persons with AIDS, in the amounts of $810,823.00 and $1,924,834.00, respectively. Funding for these services is being provided by the U.S. Department of Housing and Urban Development from the fiscal year 1996 Housing Opportunities for Persons With AIDS (HOPWA) Grant Program. BACKGROUND: NET respectfully recommends that the City Commission adopt the attached resolution authorizing the City Manager to execute a memorandum of agreement with Metropolitan Dade County's Department of Human Resources (Office of Community Services), and Christian Community Service Agency, Inc., in connection with the provision of short and long term housing assistance to very low income persons with AIDS. The Housing Opportunities for Persons With AIDS (HOPWA) Grant Program was created under the AIDS Housing Opportunity Act, and revised under the Housing and Community Development Act of 1992. More specifically, Section 606(d)(2) in the revision stipulates that the city, being the most populous unit of general local government in an eligible metropolitan statistical area (EMSA), not including county government, must be the applicant for the HOPWA Grant and be allocated the related funding. Beginning with HOPWA fiscal year 1993, the City of Miami has been allocated the HOPWA funds for our EMSA, which includes Dade County, and the cities of Hialeah, Miami, and Miami Beach. In March of 1996, the City Commission authorized the City Manager to submit the 1996 Consolidated Plan, which includes the 1996 HOPWA Plan, to the U. S. Department of Housing and Urban Development (HUD), through Resolution No. 96-208. Funds to be received pursuant to the 1996 Consolidated Plan were appropriated by the City Commission, in April 1996, through Ordinance No. 11355. In September 1996, the City Commission revised the HOPWA Plan through Resolution No. 96-681. 96-9161 Li Honorable Mayor and Members of the City Commission Page 2 At the October 1996 HOPWA Advisory Board (HAB) meeting, the HAB unanimously passed a resolution recommending that the City of Miami enter into a contract with Metropolitan Dade County's Department of Human Resources (Office of Community Services), in the amount of $810, 823.00, for the provision of short term housing assistance to very low income persons with AIDS. Said amount to be funded from the City's fiscal year 1996 HOPWA Grant allocation from y U.S. HUD.. The amount recommended by the HAB agrees with the total amount for this activity in the City's 1996 HOPWA Plan, as revised by the City Commission, through Resolution No. 96- ` 681, on September 26, 1996. z At the November 1996 HAB meeting, the HAB unanimously passed a resolution recommending that the City of Miami enter into a contract with Christian Community Service Agency, Inc., in the amount of $1,924,834.00, for the provision of long term, provider based housing assistance to very low income persons with AIDS. Said amount to be funded from. the City's fiscal year 1996 HOPWA Grant allocation from U.S. HUD. The amount recommended is 49% of the total amount for this activity, as stated in the City's revised 1996 HOPWA Plan These agencies are being recommended by the HAB and the Administration for direct allocations of 1996 HOPWA funds because of the critical need for housing assistance by very low income persons with AIDS in our community. Additionally, both agencies have demonstrated the willingness and capacity to take on the responsibility of providing these services. It is, therefore, respectfully recommended by the HAB and the City Administration that Metropolitan Dade County's Department of Human Resources (Office of Community Services) be awarded $810, 823.00 to provide short term housing assistance to very low income persons with f AIDS. Additionally, it is respectfully recommended by the HAB and the City Administration that ' Christian Community Service Agency, Inc., be awarded $1,924,834.00 to provide long term, provider based housing assistance to very low income persons with AIDS. Both awards to be funded by the 1996 HOPWA Grant Program. City Commission ratification of the attached resolution is recommended. 9 6�g:6
