A RESOLUTION, WITH ATTACHMENTS, AUTHORIZING
THE CITY MANAGER TO EXECUTE AN AMENDMENT,
IN SUBSTANTIALLY THE ATTACHED FORM, WITH
GREATER BISCAYNE CHAMBER OF COMMERCE, INC.,
TO EXTEND THE EXISTING CONTRACT PERIOD TO
JUNE 30, 1997, AND TO PROVIDE ADDITIONAL
ADMINISTRATIVE FUNDING IN THE AMOUNT OF
$25,125.00, TO CONTINUE IMPLEMENTING
ECONOMIC DEVELOPMENT SERVICES; ALLOCATING
FUNDS THEREFOR FROM THE TWENTY-SECOND
(22ND) YEAR COMMUNITY DEVELOPMENT BLOCK
GRANT FUNDS COMMUNITY BASED ORGANIZATIONS
(CBOs) ECONOMIC DEVELOPMENT INCENTIVE POOL.
WHEREAS, on June 13, 1996, the City Commission adopted
Resolution *96-426, authorizing the administrative funding for
ten (10) economic development community based organizations; and
WHEREAS, the Greater Biscayne Chamber of Commerce, Inc. was
one of two organizations recommended for funding in the amount
of $25,125.00 with a six-month (6) probationary period, as a
result of the previous year's contract deficiencies; and
WHEREAS, the Greater Biscayne Chamber of Commerce, Inc. has
improved its performance and has met all contract requirements
- warranting an extension of its current contract and additional
administrative funding; and

WHEREAS, the City Commission is desirous of continuing the
neighborhood economic development programs available through
funded community organizations;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The Recitals and Findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto, and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
execute an Amendment, in substantially the attached form, with
Greater Biscayne Chamber of Commerce, Inc. (GBCC), to extend its
current contract period to June 30, 1997, and provide additional
administrative funding in the amount of $25,125.00, with the
provision that no funds will be disbursed, unless GBCC is in
full compliance with contractual requirements.
Section 3. The additional administrative funding in the
amount of $25,125.00 is hereby allocated from the Twenty-second
(22nd) Year Community Development Block Grant funds Community
Based Organizations (CBOs) Economic Development Incentive Pool.

Section 4. This Resolution shall become effective
immediately upon its adoption.

AMENDMENT 41
This Amendment is entered into as of this day of
1996, amending the Agreement dated the 15th day of
August, 1996, between the City of Miami, a municipal corporation
of the State of Florida ("CITY") and Greater Biscayne Chamber of
Commerce, Inc. (GBCC), a Florida not -for -profit corporation
("CONTRACTOR").
WHEREAS, on June 13, 1996, the City Commission adopted
Resolution No. 96-426, which approved the allocation of funds
for the CONTRACTOR in an amount not to exceed $25,125.00 for the
first six months of Fiscal Year 1996 - 197, commencing July 1,
1996 through December 31, 1996.
NOW, therefore, it is agreed by the CITY and the
CONTRACTOR:
1. The Recitals set forth above are hereby incorporated
herein as if fully set forth in this Section.
2. The Agreement is hereby amended as follows:
The amount of the fund allocation is increased by
$25,125.00 by approval of the City Commission Resolution.
3. The expiration date of the Agreement is extended to June
30, 1997.
4. No extensions or amendments to the Agreement shall be
binding on either party, unless in writing and signed by both
parties.
5. All the terms and conditions contained in the Agreement
shall remain in full force and effect without modification,
except to the extent modified in this Amendment.
6. CONTRACTOR certifies that it possesses the legal
authority to enter into this Amendment by way of a resolution,
motion, or similar action that has been duly adopted or passed
as an official act of the CONTRACTOR's governing body,
authorizing the execution of the Amendment, including all
understanding and assurances contained herein, and directing and
authorizing the person identified as the official representative
of the CONTRACTOR to act in connection with the Amendment.
WITNESS WHEREOF, the parties hereto have caused this
instrument to be executed by the respective officials thereunto
duly authorized on the first date above written.

RECOMMENDATION:
It is respectfully recommended that the City Commission approve the attached Resolution,
authorizing the City manager to amend the existing agreement with Greater Biscayne Chamber
of Commerce (GBCC), extending the contract period to June 30, 1997, and providing an
additional $25,125.00 of administrative funding for the purpose of delivering technical assistance
and commercial facade services to area businesses.
BACKGROUND:
The Department of Community Development/NET has analyzed the need to extend the existing
six-month (6) probationary agreement with Greater Biscayne Chamber of Commerce, Inc.
On June 13, 1996, the City Commission adopted Resolution 96-426, authorizing funding for ten
(10) economic development community based organizations. Greater Biscayne Chamber of
Commerce, Inc. was approved for funding in the amount of $25,125.00 for a probationary period
of six months, due to contract compliance deficiencies with the previous City contract.
During the first six months of this year's 1996 - `97 contract period, Greater Biscayne Chamber
of Commerce, Inc. has fully complied with all contract requirements.
Therefore, it is hereby recommended that the City Commission authorize the City Manager to
increase the original allocation by $25,125.00 and extend the expiration date of the contract to
June 30, 1997, with the provision that no funds will be disbursed, unless the Agency is in full
compliance with the City of Miami.and HUD's regulations, guidelines and requirements.
