A RESOLUTION APPROVING PARTICIPATION IN THE CITY OF MIAMI GROUP MEDICAL INSURANCE PROGRAM FOR THE ATTORNEYS ENGAGED AS SPECIAL COUNSELS FOR THE CIVIL SERVICE BOARD, CODE ENFORCEMENT BOARD AND NUISANCE ABATEMENT BOARD, PROVIDING THAT SAID ATTORNEYS PAY 100% OF COSTS FOR SAID PARTICIPATION. WHEREAS, Resolution No. 94-845 approved the participation in the City of Miami Group Medical .Insurance Program for the attorneys engaged as Special Counsels for the Civil Service Board, Code Enforcement Board, and Nuisance Abatement Board; and WHEREAS, the Strategic Financial Recovery Plan, dated November 15, 1996, recommended the elimination of health insurance for all City Board members; and WHEREAS, elimination of health insurance to said special counsels would be in keeping with the fiscal reductions identified in this Strategic Financial Recovery Plan; and WHEREAS, the payment of 100% of all costs.by said attorneys will allow their continued participation in the City of Miami Group Medical Insurance Program, at.no cost to the City; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION I4EETING OF DEC i 2 1996 �i Section 1. Participation in the City of Miami Group Medical Insurance Program is hereby approved for the attorneys engaged as special counsels for the Civil Service Board, Code Enforcement Board and Nuisance Abatement Board, providing that said attorneys pay 100% of costs for said participation. BACKGROUND The Strategic Financial Recovery Plan recommended the elimination of health insurance for all board members currently authorized to participate. Currently these individuals identified as Special Counsels to these boards may participate in the City of Miami's Group Health Insurance Plan at a cost 4 of 30%, with the City paying 70% of this cost. To cover all three of these individuals would cost the City up to $18,000 per year, depending on the coverage selected. Actual reduction realized for FX'97 if implemented January 1, 1997 is $4,437.81. In other legislation prepared, it is recommended that this participation be allowed to continue at a cost of 100% to the individual participants. The participation in the City of Miami Group Health Insurance Program at a cost of 100% to the individual participants is also recommended. This change would be consistent with the recommendation made for board members' participation in the health insurance program and also in keeping with the fiscal reductions identified in the Strategic Financial Recovery Plan.
