A RESOLUTION APPROVING THE ISSUANCE OF A CLASS ONE
SPECIAL PERMIT TO THE WOMAN'S CLUB OF COCONUT GROVE
FOR A COMMUNITY MARKET AT 2985 SOUTH BAYSHORE DRIVE,
MIAMI, FLORIDA, SUBJECT TO APPLICANT RENEWING THE
PERMIT EVERY TWO WEEKS AND THE APPROVAL OF A PARKING
LAYOUT BY THE DIRECTOR OF THE DEPARTMENT OF COMMUNITY
PLANNING AND REVITALIZATION.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The issuance of a Class One Special Permit to the Woman's
Club of Coconut Grove ("Applicant") is hereby approved for a community market
at 2985 South Bayshore Drive, Miami, Florida, subject to Applicant renewing
the permit every two weeks and the approval of a parking layout by the
Director of the Department of Community Planning and Revitalization.
Section 2. This Resolution shall become effective immediately upon its
adoption.
PASSED AND ADOPTED this 12th day of December 1996.

Dear Mr. Marquez:
I am writing to you on behalf of the Board of Directors of the Woman's
Club of Coconut Grove to request a personal appearance before the
December 12th Commission meeting.
The Woman's Club of Coconut Grove would like to establish a community
market at our clubhouse, 2985 South Bayshore Drive; the market would
be held on weekends only, from mid -December until the end of April and
would feature hand crafted articles for the holidays as well as
orchids, plants, fruits, and vegetables. We are hoping that this
fund raising activity will enable us to make some badly needed repairs
to the clubhouse.
Based on our current zoning (SD-17), we have been told we need the
City Commission to give us an exception to our zoning ordinance in
order for us to receive the proper permits.
We have met with the Coconut Grove NET office and they are assisting
us in the proper procedures needed for permitting.

Women's Club
This memorandum is in response to your request for a recommendation regarding the
Women's Club of Coconut Grove establishing a ,Community Market to be held on
weekends only from mid -December through the end of April. As you know, this
qualifies a temporary special event under the provisions of Zoning Ordinance 11000, and
as such is permissible by Class I Special Permit, it is however limited to two special
events (of two weeks each) per property per year unless authorized for more by the City
Commission.
The Department of Community Planning & Revitalization is primarily concerned with
the parking demands that such a use could generate and the ability of such a demand
being met nearby without adversely affecting adjacent property owners. Our recent
studies of parking in Coconut Grove have determined that the true parking shortage
occurs during peak evening weekend hours only.
It is therefore our recommendation that the City Commission approve the request for an
extended community market at the Women's Club of Coconut Grove with the following
conditions:
1. That the applicant describe in the Class I Special Permit application exactly how the
parking will be accommodated (even if the response is that they plan to utilize
existing parking spaces or public spaces at other establishments), and, if necessary,
limit the hours of operation of the proposed market to ensure it does not interfere with
peak evening weekend hours; and
2. That the Class I Special Permit be renewed every two weeks during the above
referenced time period so that the City's NET Office can recommend any further
conditions it deems necessary after the market is in operation.
