A RESOLUTION RENAMING FLAGLER TERRACE MINI
PARK AS "BAY OF PIGS MEMORIAL PARK",
CONDITIONED UPON THE PROPONENTS PAYING ALL
EXPENSES ASSOCIATED WITH SAID RENAMING;
FURTHER, CODESIGNATING THE FOLLOWING STREET
IN THE CITY OF MIAMI, FLORIDA: SOUTHWEST
56TH AVENUE FROM FLAGLER STREET TO SOUTHWEST
4TH STREET AS "MAJOR RUDOLPH ANDERSON JR.

TO INSTRUCT THE DIRECTOR OF PUBLIC WORKS TO
TRANSMIT A COPY OF THIS RESOLUTION TO THE
HEREIN DESIGNATED AGENCIES.
WHEREAS, in order to honor the rich heritage of the United
States and the memory of those brave Americans who died as a

consequence of the historical event known as the Bay of Pigs
i

invasion, for the cause of the liberation of Cuba, the City
Commission of the City of Miami wishes to join the Cuban exile
community in renaming Flagler Terrace Mini Park as the "Bay of
Pigs Memorial Park"; and
WHEREAS, the Parks and Recreation Department recommends in
favor of said renaming; and

WHEREAS, in order to permanently and posthumously recognize
the exceptional heroism of the following American born servicemen
in connection with said historical event, the City Commission
wishes to codesignate the herein described streets in honor of
Major Rudolph Anderson Jr., Captain Thomas Willard Ray, Major
Riley Shanburger, Navigator Wade C. Gray and Navigator Leo Baker;
and
WHEREAS, Ordinance No. 10761, adopted July 12, 1990, created
the Miami Street Codesignation Review Committee and entrusted
said Committee with the responsibility of reviewing street
codesignation requests and making recommendations to the City
Commission in its determination as to whether or not a street
should be codesignated or a marker or plaza should be designated;
and
WHEREAS, the Miami Street Codesignation Review Committee has
reviewed the proposed codesignations and recommends its approval,
contingent upon the renaming of Flagler Terrace Mini Park as "Bay
of Pigs Memorial Park";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Flagler Terrace Mini Park is hereby renamed
as "Bay of Pigs Memorial Park", conditioned upon the proponents
paying all expenses associated with said renaming.

Section 3. The hereinbelow named streets in the City of
Miami, Florida, are hereby codesignated as follows:
Southwest 56th Avenue from Flagler Street to
Southwest 4t Street as
""Major Rudolph Anderson Jr. Avenue";
Southwest 1st Street from Southwest 57th
Avenue to Southwest 55th Avenue as
"Leo Francis Baker Street";
Southwest 2nd Street from Southwest 57th
Avenue to Southwest 55th Avenue as

Southwest 3rd Street from Southwest 55th
Avenue Road to Southwest 55th Avenue as

Section 4. The City Manager is hereby directed to
instruct the Director of Public Works to transmit a copy of this
Resolution to the Police Department, Fire -Rescue Department,
Department of General Services Administration/Solid Waste, Dade
County Public Works Department and United States Postal Service.
Section 5. This Resolution shall become effective
immediately upon its adoption.

codesignation of certain streets within the City of Miami.

It is respectfully recommended that the City of Miami Commission adopt the attached
Resolution renaming Flagler Terrace Mini Park, "Bay of Pigs Memorial Park" and codesignating
five (5) surrounding streets for American born service men associated with the Bay of Pigs
invasion, the Cuban Missile Crisis and the cause for the liberation of Cuba.
BACKGROUND:
The Department of Parks and Recreation recommend the renaming of Flagler Mini Park to the
"Bay of Pigs Memorial Park". The Miami Street Codesignation Review Committee
recommended approval of the codesignation of the subject streets contingent upon the renaming
of the Park.
On April 1961, an event of great magnitude and importance to the United States of America
unfolded. This event is historically known as the "Bay of Pigs" invasion of Cuba by Cuban
exiles and American service men. Although, the invasion was not successful it depicted the
patriotism and heroism of both Cuban exiles and American soldiers. Later, that year the Unites
States was engaged with the Soviet Union in what was known as the Cuban Missile Crisis.
Construction of Missiles Launch sites by the Soviets were discovered in various locations in the
island of Cuba.
The renaming of this Park and codesignation of five surrounding streets is being proposed by an
organization named the Committee to Rescue the Cuban Historical Roots & Monuments in the
World. If approved by the City Commission, this organization will be responsible for all costs
associated with this matter. This action is proposed and recommended by the Parks and
Recreation Department in an effort to honor the rich heritage of the United States and the
memory of brave Americans that died as a result of the historical event known as the Bay of Pigs
invasion and the Cuban Missile Crisis and for the cause of the liberation of Cuba.
The codesignation of the surrounding streets are listed in the attached memorandum to the City
Clerk in connection with the placement of the advertisement for a scheduled public hearing on
this matter for the City Commission Meeting of December 12, 1996.

hearing on, December 12, 1996, regarding a personal appearance made by representatives of the
"Committee to Rescue the Cuban Historical Roots & Monuments in the World" organization.
This organization proposes to change the name of Flagler Terrace Mini Park and co -designate
five surrounding Streets.
Please publish the attached advertisement and charge the cost to the Department of Public
Works, Account No. 310201-287. The Department of Public Works is paying for this
advertisement only because it deals with the possible co -designation of streets

the City of Miami, Florida, on December 12, 1996 at 9:00 a.m. in the City Commission
Chambers at City Hall, 3500 Pan American Drive, Miami, Florida, to discuss the renaming of
