HomeMy WebLinkAboutR-96-0888J-96-1269 1212l96 QQ RESOLUTION N0� 6 1" V V 8 A RESOLUTION AUTHORIZING THE DEPARTMENT OF POLICE TO UTILIZE THE METRO-DADE POLICE DEPARTMENT FIRING RANGE AND THE MEDLEY POLICE DEPARTMENT FIRING RANGE TO PROVIDE IN-SERVICE FIRE ARM TRAINING AND RECERTIFICATION FOR MIAMI POLICE OFFICERS, IN AN ANNUAL AMOUNT NOT TO EXCEED $10,000; ALLOCATING FUNDS THEREFOR FROM THE POLICE DEPARTMENT GENERAL OPERATING BUDGET, ACCOUNT NO. 001000.290201.6.270; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS FOR THIS PURPOSE, AND THEREAFTER TO CONTINUE SAID SERVICE ON AN ANNUAL BASIS, AT THE SAME PRICE, TERMS, AND CONDITIONS, SUBJECT TO THE AVAILABILITY OF FUNDS. WHEREAS, the Department of Police must provide in-service firearm training and recertification on an annual basis; and WHEREAS, the training is necessary to keep the officers proficient with their weapons; and WHEREAS, these ranges provide the Department with large enough facilities to i efficiently cycle their personnel through the training course; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Department of Police is hereby authorized to utilize the Metro - Dade Police Department Firing Range and the Medley Police Department Firing Range to provide in-service fire arm training and recertification for Miami Police Officers, in an annual amount not to exceed $10,000, with funds therefor hereby allocated from the Police Department General Operating Budget, Account No. 001000.290201.6.270. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue purchase orders for this purpose, and thereafter to continue said service on an annual basis, at the same price, terms, and conditions, subject to the availability of funds. Funding is to be provided from the Police Department General Operating Budget, Account 001000.290201.6.270. BACKGROUND: The Department of Police must provide in-service firearm training and re -certification on an annual basis. The training is necessary to keep their officers proficient in the use of a firearm. It also provides the Department a forum to ensure the firearms are in top operating condition. The Metro -Dade Police Department range serves as the primary choice for training as it is a Region XIV range. This allows the Department to utilize the facility at no cost providing it is during the morning hours. There are, however, numerous times when they must use afternoon hours because other departments have booked the earlier hours. In these occasions, they must pay for a Metro -Dade Range Duty Officer to stay on -site. The Medley Police Department Range is used as a back-up site when Metro -Dade has no available times. Medley charges a nominal range usage fee. Should they need to use Medley in the afternoon a fee is also charged for a Medley Range Duty Officer. These ranges provide the Department with large enough facilities to cycle their personnel through in an efficient manner. SUM {
