ENVIRONMENTAL PRESERVATION BOARD FOR TERMS AS

RECOMMENDATION:
It is respectfully recommended that six (6) members be appointed to fill vacancies on the
Historic and Environmental Preservation Board, based upon names and qualifications
submitted to the City Clerk.
BACKGROUND:
The Historic and Environmental Preservation (HEP) Board has six (6) vacancies due to
the expiration of the terms of all members on October 27, 1996. Members of the HEP
Board must be experienced individuals representing specific professions related to the
Board's responsibilities. Listed below are the names of persons who qualify for each
category and who have submitted applications to the City Clerk for appointment to fill
the vacancies on the Board. Because Board members must be appointed in these specific
positions, the following categories for the Mayor and Commissioners, based upon
previous appointments, are listed below:

As a supporter of the Miami Design Preservation League for the last five years, and a Board
Member the last two, I have gained an appreciation for the beauty, worth and importance of
historic structures within a community. I'have also engaged in the political processes which affect
them. As a business owner with an MBA, and as a formerly practicing engineer, I can relate to the
hard facts of both finance and restoration. I understand their possibilities as well as their limitations.
Finally, as a former Federal employee, I have engaged in the bureaucratic process of government
and seen its strengths and weaknesses. I would consider it an honor to be able to use this training

Richard J. Heisenbottle is President of an architectural planning and interior design firm located in Coral Gables,
Florida. He has over 25 years of experience in all aspects of architecture and his work includes some of the areas
most notable historic preservation challenges. Most notable of these restoration projects, is the award winning
17 story landmark Freedom Tower building. This project received awards for Outstanding Restoration from the
Florida Trust for Historic Preservation; an award for Excellence in Architecture from the Florida Association of
the American Institute of Architects, and an Award of Merit from the Miami Chapter of the American Institute
of Architects. As a result of this outstanding achievement, Mr. Heisenbottle was selected as the 1990 "Designer
of the Year", in "QR Publishing" national competition in the historic preservation category. Some of his other
more notable preservation challenges include restoration of the City of Miami Gusman Center for the Performing
Arts, Miami Edison Middle School restoration and addition, the Coliseum restoration and adaptive reuse, Larkin
School restoration, Stuart Lyric Theater restoration, Seminole Theater restoration, and the Athens Theater
restoration in Deland, Florida.

In real estate, Mr. Polakoff currently oversees, as President, finances, acquisitions and marketing for the
Vintage Properties Group of Companies, a Florida real estate historic rehabilitation, brokerage and property
management company. Founded in 1987, Vintage Properties acquired and rehabilitated twenty-two art deco
apartment buildings in the South Beach Historic District of Miami Beach. Today it manages these properties, as
well as actively brokers properties in both the South Beach area as well as in the historic Morningside district of
Miami. Prior to joining Vintage Properties, Mr. Polakoff was a partner for two years in Castle Properties, a New
Jersey -based real estate development and condominium conversion company which specialized in the restoration
of older properties. From 1983 to 1985, Mr. Polakoff was Vice President and General Counsel to Continental
Wingate Capital -Corporation, a. real estate syndication company whose primary focus was development and
syndication of residential housing and historic rehabilitations.
In addition, in 1993, Mr. Polakoff acquired, saved and completely restored one of Miami's most significant
historic structures, the 1925 winter home of the original developer of Morningside located on Biscayne Bay.

business time to the audiotext industry. As president of Advanced Communications Corporation (New York Metro
and West Coast information and voice mail providers), Mr. Polakoff spends his time managing the finances,
operations, product development and marketing for these companies. Prior to commencing his real estate career,
Mr. Polakoff was an associate attorney with the law firm -of Rosenman & Colin in New York City from 1979 to
1983 where he was active in real estate syndications, equity stock offerings and mergers and acquisitions.

I am a senior partner in Peters, Robertson, et al., the second oldest law firm in Miami., with offices in the Ingraham
Building, where the Firm has existed since its formation in 1926. Soon after moving to Miami, I purchased the first of three
homes I have owned in Monairigside, and commenced working on the neighborhood's efforts for historic designation. Once
this designation wassecured in 1983, I moved to a contributing home built in 1933. I have subsequently relocated and
commenced the restoration work on a 1926 home on the northside of Morningside. While living in Morningside, I served
on the Board of Directors both for the Morningside Civic Association and the Morningside Preservation Society. I helped
to form the Preservation Society, and served as President of the Morningside Civic Association. Beyond Morningside, I have
served approximately five years on the Northside Task Force, which was formulated by the City Commission to report on
the needs and wants of the Upper Eastside of the City of Miami. More recently, I have served on various committees
assisting in the City's centennial celebration

Bachelors of Arts Degree in Economics from the University of South Florida, Magnum Cum Laude, 1976. This

historical and cultural matters.

WORK EXPERIENCE:
Since graduating from Law School, I have pursued my entire law career with the same firm. While my practice
primarily evolves around personal injury defense litigation, I am familiar, through that work, with a number of the federal,
state and local regulations concerning premises and the compromises that must be made by individuals to preserve aesthetics
while meeting those standards.
ORGANIZATIONS AND COMMUNITY ACTIVITIES:
In addition to my activity in Morningside and Miami's Upper Eastside as set forth above, I am also a member of
the Dade Heritage Trust, the National Trust for Historic Preservation and the Nature Conservancy. I have hosted in my home
as part of a Momingside Home Tour, the annual meeting of the National Trust for Historic Preservation during their national
convention Here in Miami. (My home was selected by a group of neighbors as a representative sample of the available
architecture in Morningside and its proper restoration). Additionally, I am a member of the Greater Miami Chamber of
Commerce.

college -wide programs in Writing Across the Curriculum, supervising development and
administration of writing competency and equivalency exams, assisting writing faculty
with student problems in writing courses.

Merrill's parenthetical references as dramatic aside and word play.

As you know, Morningside was designated as the City of Miami's first historic district in 1984.
The Civic Association takes great pride in its involvement in a variety preservation issues.
Annually, MCA coordiates a home tour so that we may share our historic homes with visitors
from other parts of the community. This year over 1000 people attended the MCA home tour.
The Historic and Environmental Preservation Board is a critical regulatory oversight committee to
preserve the character of our historic homes. We support the City's effort to maintain the historic
integrity of our neighborhood and would like to serve in an active capacity by having Morningside
representatives serving on the HEP Board.
