HomeMy WebLinkAboutR-96-0850ri J-96-1189 11/21/96 RESOLUTION NO.o./ 6 ® 8 5 0 A RESOLUTION AUTHORIZING THE ALLOCATION OF $54,600.00 FROM COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, PROJECT NO. 799602, FOR THE REHABILITATION OF THIRTY-NINE (39) BUSINESSES LOCATED IN THE ALLAPATTAH TARGET AREA UNDER THE CITY-WIDE COMMERCIAL FACADE PROGRAM, SAID FUNDS TO BE DISBURSED AS SPECIFIED HEREIN. WHEREAS, the City-wide Commercial Facade Program (the "Program") was approved in the Fourteenth Year Community Development Block Grant Application, pursuant to Resolution No. 88-384; and WHEREAS, said Program is designed to promote economic revitalization in the neighborhoods of the City of Miami, and accordingly, is an important part of the City's economic development strategy; and WHEREAS, funds for said Program are allocated from Community Development Block Grant Funds, Project No. 799602, up to amount as specified hereinbelow; and WHEREAS, the properties to be rehabilitated pursuant to the Program are located within the Allapattah Target Area; and WHEREAS, eligibility for assistance under the Program is based on a 70% - 30% match, with the City providing 70% and the business or property owner providing 30% of the cost of construction, which shall not exceed the total amount of $2,000.00 per participating business; and CITY COMMISSION MEETING OF NOV 2 1 1996 Resolution Into. 9 6 - 8 5 0 WHEREAS, the properties to be rehabilitated have been reviewed by the City of Miami Community Development/Neighborhood Enhancement Team ("NET") and the Allapattah Business Development Authority, Inc.; and WHEREAS, the Allapattah Business Development Authority, Inc. lhas the necessary expertise, and is willing to provide the services necessary for the implementation of the Program and the disbursement of funds allocated to the participating businesses; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the i I Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. j Section 2. The allocation of funds, in the amount of $54,600.00, from Community Development Block Grant Funds, Project No. 799602, is hereby authorized for the rehabilitation of thirty-nine (39) businesses located in the Allapattah Target Area under the Comprehensive City-wide Commercial Facade Program. Section 3. Financial assistance to be provided by the City under said Program shall be based on a 70% - 30% match, with I the City contributing up to $1,400.00 per participating business and the business or property owner contributing up to $600.00. Section 4. Upon completion of the rehabilitation program, the Allapattah Business Development Authority, Inc. shall present to the City of Miami Community Development/NET all 2 - �ra� 850 documentation and invoices generated by, or pertaining to, the project. It is respectfully recommended that the City Commission approve - the attached resolution, allocating fifty-four thousand, six hundred ($54,600.00) dollars to the Allapattah Business Development Authority, Inc. from the City of Miami Commercial Facade Treatment Program, for the rehabilitation of thirty-nine (39) businesses in conjunction with business and property owners within the Allapattah area. This is an on -going project which has been funded since 1988, with great success in terms of revitalizing small businesses serving low and moderate neighborhoods. The total funding approved for this city-wide project for FY 1996 - `97 is two hundred fifty thousand ($250,000.00) dollars, of which approximately one hundred thousand ($100,000.00) has already been spent or committed for small business facade assistance. The recommended allocation of fifty-four thousand, six hundred ($54,600.00) dollars will be applied against the unspent project balance of one hundred fifty thousand ($150,000.00) dollars. Please note that project is implemented on a city-wide basis, through community based organizations serving each target area. Since the inception of the Program, the City has assisted j over one thousand (1000) small businesses by renovating and painting their store fronts. 11, M. : 1 1►11 In an effort to promote economic revitalization within blighted City of Miami neighborhoods, the Commercial Facade Treatment Program was implemented per Resolution No. 88-384 during the 14th Year of the Community Development Block Grant (CDBG) Program. Since that time, many businesses exteriors have been improved with respect to paint, signs, awnings, etc., resulting in upgraded living conditions of the affected areas, enhanced neighborhood services, and increased benefits to the community. g0" 850 1i Honorable Mayor and Members of the City Commission Page 2 Therefore, it is requested that the City Commission allocate CDBG funds in the amount of fifty- four thousand, six hundred ($54,600.00) dollars to the Allapattah Business Development Authority, Inc., for the implementation of the facade improvement program for the following properties: Allapattah Area 1. San Miguel Market 1963-A N.W. 22nd Street Total: 39 Each of the above mentioned enterprises would be allocated a maximum of two thousand ($2,000.00) dollars, with the City of Miami contributing seventy percent (70%), up to one thousand, four hundred ($1,400.00) dollars and the business or property owner contributing thirty percent (30%), up to six hundred ($600.00) dollars. The Allapattah Business Development Authority, Inc. will assume responsibility for completing all pertinent documentation, and will forward such information to the City of Miami Community Development/NET.
