A RESOLUTION, WITH ATTACHMENT(S), AUTHORIZING
THE CITY MANAGER TO EXECUTE AN AMENDMENT TO
AN EXISTING AGREEMENT DATED JUNE 27, 1996, IN
SUBSTANTIALLY THE ATTACHED FORM, WITH JUAN M.
DIAZ, TO EXTEND THE TERM OF SAID AGREEMENT
FROM DECEMBER 31, 1996 TO JUNE 30, 1997 AND TO
INCREASE THE MAXIMUM COMPENSATION
AUTHORIZED BY AN AMOUNT NOT TO EXCEED $9,000
FOR PROFESSIONAL SERVICES RELATED TO THE CITY
OF MIAMI' S GEOGRAPHIC INFORMATION SYSTEM
("GIS"); ALLOCATING FUNDS THEREFOR FROM THE
1996-97 OPERATING BUDGET OF THE DEPARTMENT OF
COMMUNITY PLANNING AND REVITALIZATION,
ACCOUNT CODE NO. 660101-270.
WHEREAS, on June 27, 1996, the City Commission adopted Resolution No. 96-465,
authorizing the City Manager to execute a professional services agreement with Juan M. Diaz (the
"Consultant") to continue to advance the range of potential applications of the City's geographic
information system (GIS) by depicting lots and individual properties (the "Agreement"); and
WHEREAS, the maximum compensation authorized under the Agreement was in an
amount not to exceed $9,000, with funds allocated from the 1995-96 Operating Budget; and
WHEREAS, said Agreement expires on December 31, 1996; and
WHEREAS, the services of the Consultant continue to be necessary to assist in the
enhancement of the City's geographic database; and

WHEREAS, it is in the best interest of the City to extend the term of the Agreement from
December 31, 1996 to June 30, 1997 and to increase the total amount of compensation by $9,000
to be paid during the extended term; and
WHEREAS, funds are available in the 1996-97 Operating Budget of the Department of
Community Planning and Revitalization;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if set forth in this Section.
Section 2. The City Manager is hereby authorized'-' to execute an amendment to an
existing agreement dated June 27, 1996, in substantially the attached form, with Juan M. Diaz, in
order to extend the term of said agreement from December 31, 1996 to June 30, 1997, and to
increase the amount of compensation authorized by an amount not to exceed $9,000 for
professional services related to the City of Miami's Geographic Information System ("GIS"), with
funds therefor hereby allocated from the Operating Budget of the Department of Community
Planning and Revitalization, Account Code No. 660101-270.
Section 3. This Resolution shall become effective immediately upon its adoption.

PROFESSIONAL SERVICES AGREEMENT
AMENDMENT NO. I
JUAN M. DIAZ
This Agreement is entered into this day of , 1996, for
the purpose of amending that certain Professional Services Agreement dated July 12,
1996 by and between the City of Miami, a municipal corporation of the State of Florida
("City"), and Juan M. Diaz, SS# 034-62-1963, 13530 SW 113"' Place, Miami, Florida
33176 ("Consultant").
RECITALS
WHEREAS, on June 27, 1996, the City Commission adopted Resolution No. 96-
465 authorizing the City Manager to enter into. a professional services agreement (the
"Agreement") with Consultant for the purpose of assembling the City parcel -level
geographic base map and perform other GIS-related tasks as needed; and
WHEREAS, the Agreement expires on December 31, 1996; and
WHEREAS, on November 21, 1996 the City Commission adopted Resolution
No. 96- , authorizing the City Manager to execute an amendment to the Agreement
to extend the term thereof to June 30, 1997 and authorizing an increase in compensation
by an amount not to exceed Nine Thousand Dollars ($9,000) to be paid to Consultant in
accordance with the Agreement, during the extended term.
NOW, THEREFORE, the City and the Consultants hereby agree to amend the
Agreement as follows:

1. TERM: Section I of the Agreement is hereby amended to extend the
expiration of the term thereof from December 31, 1996 to June 30, 1997.
2. COMPENSATION: Section IV of the Agreement is hereby amended to
increase the total amount of compensation by $9,000, which shall be paid by the City to
the Consultant from December 31, 1996 to June 30, 1997 in the manner set forth in
Section IV.B.
3. NO FURTHER MODIFICATIONS: Except as specifically modified
herein, all terms and provisions of the Agreement remain in full force and effect.

Resolution Authorizing the City
Manager to Execute an Amendment
to an Agreement for Professional
Services with Juan M. Diaz

It is respectfully recommended that the City Commission adopt the attached resolution authorizing the
execution of an amendment to an agreement, in substantially the form attached hereto, with Juan M.
Diaz for specialized geographic information system (GIS) services pertaining to the City's enhancement
of the parcel -level geographic database. This amendment extends the agreement to June 30, 1997. The
city's annual funding of $52,500 for the maintenance of the GIS comes from the departments of
Community, Planning and Revitalization, Police, Fire Rescue and Inspection Services, Solid Waste,
NET/Housing and the City Clerk, supporting system hardware, software and data licensing, maintenance
and replacement. In addition to this basic system support, in order to continue to provide GIS services
citywide, critical staffing must be maintained. Funding for this amendment to continue this staffing,
available from the 1996-97 Operating Budget, is not to exceed $9,000.
BACKGROUND
On April 13, 1989, the City Commission adopted Resolution 89-362 accepting the complimentary
proposals of Environmental Systems Research Institute (ESRI) and Digital Equipment Corporation
(DEC) for the hardware and software services necessary to establish a basic geographic information
system. The geographic database acquired at that time was limited to the street and address level. The
professional services provided through this agreement would advance the City's geographic database to
the lot and property level.
The GIS is presently being used by the City Clerk, and the Departments of Police; Fire -Rescue and
Inspection Services; Community Planning and Revitalization; General Services Administration and
Solid Waste; and NET/Community Development for crime analysis and security, fire and emergency
response modeling, zoning change analysis and code enforcement tracking, census data analysis for
population and housing, and solid waste routing.
In order to continue to advance the range of potential applications of the GIS, it is requested that
(� authorization be provided to the City Manager to execute this amendment to an agreement with Juan M.
Diaz for specialized GIS services to enhance and extend the geographic base map.
