BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following individuals are hereby appointed as members of the Tax-exempt Property Steering Committee, each member to serve a term expiring May 5, 1997, or until the nominating commissioner leaves office, whichever occurs first: APPOINTEES: NOMINATED BY: Defer Mayor Joe Carollo Orvil Dwyer Commissioner Richard P. It shall recommend procedures to the Commission for monitoring such uses and actively engage in negotiations leading to reasonable property tax reimbursement for tax revenues lost from existing tax-exempt institutions in the City, as well as actively pursuing PILOT (payment in lieu of taxes) program participation by tax-exempt institutions seeking to build up, expand, or significantly alter its holdings in the City. It shall issue general guidelines to be followed in negotiating voluntary agreements for payment -in -lieu of taxes, and shall be responsible for making a recommendation by a majority vote of the membership, to the City Manager on all such agreements. The committee shall monitor the progress of all PILOT Agreements and provide the Commission with an annual report on tax-exempt properties, and shall work with the City Manager, the City's lobbyists, the Dade County Legislative Delegation, and such other organizations as may be necessary to effectuate legislation necessary to reduce the negative effect on the City's tax base that tax-exempt uses cause. City Code Section 2-429 states: "The terms of office of the members of each board shall run concurrently with the term of office of the commissioner that nominates each member. When the nominating commissioner leaves office the board member's term shall expire." Three appointments are needed at this time: • Mayor Carollo has one nomination. Said seat is presently held by Robert Fairless, who had been nominated by former Mayor Clark, for a term which expired on May 5, 1996. • Commissioner Regalado has one nomination. Said seat is presently held by Jose Alonso, who had been nominated by former Commissioner De Yurre, for a term which expired on May 5, 1996. • Commissioner Dunn has one nomination. Said seat is presently held by Melanie C. Paisley -Thomas, who had been nominated by former Commissioner Dawkins, for a term which will expire on May 5, 1997. For your information, attached please find a copy of the current membership of said board.
