J 6 — 7 32 A RESOLUTION AUTHORIZING THE ALLOCATION OF FUNDS IN THE AMOUNT OF $6,566.00 (ONE -TWELFTH OF THE PROPOSED ANNUAL FUNDING REDUCED BY FIFTEEN PERCENT FOR FISCAL YEAR 1996-97) TO THE BELAFONTE TACOLCY CENTER, INC., A FLORIDA NOT -FOR -PROFIT CORPORATION, FOR THE CONTINUED IMPLEMENTATION OF A SPORTS DEVELOPMENT PROGRAM FOR THE LIBERTY CITY AREA AND SURROUNDING COMMUNITIES; ALLOCATING FUNDS THEREFOR FROM THE FISCAL YEAR 3.996-1997 BUDGET OF THE DEPARTMENT OF PARKS AND RECEPTION, AID TO PRIVATE ORGANIZATIONS ACCOUNT; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH BELAFONTE TACOLCY CENTER, INC. FOR SAID PURPOSE. WHEREAS, the Belafonte Tacolcy Center, Inc., is a non-profit 501 (C)(3) organization founded in 1970 to enhance the quality of life for youth and young adults in Liberty City and its surrounding communities by way of specially designed development programs; and WHEREAS, the Sports Development Program provides a variety of individual team sports services along with cultural awareness activities such as organized team sports, individual sports, indoor/outdoor games, and. cultural awareness workshops; and WHEREAS, in the best interest of the Liberty City and surrounding communities, the City of Miami has in the past approved funding through direct allocations to the Department of STY COMWSSION MEETING OF O r T 1 0 1996 Resolution No. �6- 7202 Parks and Recreation Operating Budget for the Belafonte Tacolcy Center, Inc. to implement the Sports Development Program; and WHEREAS, funds in the amount of $92,700.00 were requested by the Belafonte Tacolcy Center, Inc. for said Program for Fiscal Year 1996-1997, however, the City Commission directed the Administration to reduce said funding request by fifteen percent, and to only allocate one month's allocation at this time; and WHEREAS, funds in the amount of $6,566.00 ($92,700.00 - $13,905.00 (15%) _ $78,795.00 - 12 = $6,566.00) are available from the Fiscal Year 1996-1997 Budget of the Department of Parks and Recreation., Aid to Private Organizations Account; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this k Section. j Section 2. The allocation of funds in the amount of $6,566.00 (one -twelfth of the proposed annual funding reduced by fifteen percent for Fiscal Year 1996-97) to the Belafonte Tacolcy Center, Inc., a Florida Not -For -Profit Corporation, is hereby authorized for the continued implementation of a Sports Development Program for the Liberty City area and surrounding communities, with said funds therefor hereby allocated from the Fiscal Year 1996-1997 Budget of the Department of Parks and Recreation, Aid to Private Organizations Account. _2 96- 732 Section 3. The City Manager is hereby authorizedl/ to execute all necessary documents, in a form acceptable to the City Attorney, with Belafonte Tacolcy Center, Inc. for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 10 day of _ October 1996. The agreement is necessary to provide for the implementation of a sports development program for the Liberty City area and sttrrotuiding communities. The resolution further authorizes said compensation to be paid from funds already allocated for this purpose in the Aid to Private Organization Account of the Department of Parks and Recreation F.Y. `96-'97 Budget. BACKGROUND: The Department of Parks and Recreation recommends for the City of Miami to enter into an agreement in the amount of $92,700 with the Belafonte Tacolcy Center, Inc., to continue without interruption the Sports Development Program (SPD) in the Liberty City area and surrounding communities for a term of one (1) year with a one(1) year renewal option. This is the same funding amount provided to this organization for the last few years. The Belafonte Tacolcy Center, Inc., is a non-profit 501 (C)(3) organization founded in 1970 to enhance the quality of life for youth and young adults in Liberty City and its surrounding communities. The Sports Development Program (SDP) implemented by the Belafornte Tacolcy Center, Inc., provides structured leisure -time recreational/sports activities and cultural development activities such as: organized team sports, individual sports, indoor/outdoor games, and cultural awareness workshops. The City of Miami has in previous years supported this program through direct funding allocations to the Department of Parks and Recreation operating budget. It is in the best interest of the City to continue providing such an important program for youths and young adults in accordance with the conditions and work program made part of the proposed agreement with the Belafonte Tacolcy Center, Inc. 96- 73 1
