A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, WITH MARK S. ISRAEL, TO
PROVIDE THE CITY OF MIAMI WITH A WEEKLY
WASHINGTON REPORT, ENTITLED "HIGHLIGHTS OF
THIS WEEK'S WASHINGTON OFFICE REPORT";
ALLOCATING FUNDS THEREFOR FROM THE
LEGISLATIVE LIAISON FUND ACCOUNT, AT A FLAT
ANNUAL FEE OF $4,800.00, PAYABLE IN
INSTALLMENTS OF $400.00 PER MONTH.

1 WHEREAS, the City of Miami has been utilizing the services
of Mark S. Israel in since July, 1973; and
WHEREAS, it is necessary that the City of Miami be informed
on a regular basis of the legislative activities that take place
in Washington, D.C., because of the great impact that such
j activities can have on the City's budget and its ability to
provide municipal services; and

WHEREAS, the City of Miami is desirous of continuing the
City of Miami's representation in Washington, D.C. by Mark S.
Israel on a modified basis;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The City Manager is hereby authorizedl/ to
execute an agreement, in a form acceptable to the City Attorney,
with Mark S. Israel, to provide the City of Miami with a weekly
Washington Report, entitled "HIGHLIGHTS OF THIS WEEK'S WASHINGTON
OFFICE REPORT", with funds therefor hereby allocated from the
Legislative Liaison Fund Account, at a flat annual feel of
$4,800.00, payable in installments of $400,00 per month.
Section 3. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 10th day of October 1996.

Recommendation
It is respectfully recommended that item number 8 on the September 26, 1996
i Commission agenda regarding Mark S. Israel, Washington Representative, be replaced
with the attached resolution. The proposed renegotiated Professional Services
Agreement will effectively reduce the fees paid to, and services provided by Mark S.
Israel, Washington Representative, effective October 1, 1996. The new agreement
will reduce our expenditure from a fee of $38,800, plus $4,000 in expenses, to a
flat fee of $400 per month.
I Background
Under the Professional Services Agreement currently in place effective October 1, 1995
through September 30, 1996, Mr. Israel's fees are a maximum of $48,800, plus a
maximum of $4,000 for expenses. The scope of services includes:
• conferences and consultation with the Mayor, Commissioners and City personnel;
• review of federal proposals, legislation and other Washington developments which
may have a bearing on local policies and programs and provide information to City;
• review and comment on City proposals being prepared for submission to federal
agencies;
• maintain liaison with the City's congressional delegation;
• counsel City personnel before appearances before congressional committees and
administrative agencies
• contact federal agencies on behalf of City's applications, and take required actions;
• submit to City each month a written report explaining activities undertaken on City's
behalf
Item number 8 on Thursday's Commission agenda proposed the same scope of
services as last year, but at a reduced rate of $38,800 in fees, plus $4,000 for
expenses. However, we have negotiated a reduction of Mr. Israel's services so
that he will continue to provide us with the Highlights of This Week's Washington
Office Re@ arf at a flat fee of $400 per month. If necessary, Mr. Israel is willing to
provide additional services on an on -call basis, charging $90 per hour.
