HomeMy WebLinkAboutR-96-0713� k J-96-608 9/17/96 Y RESOLUTION Ne.6 _ 3 A RESOLUTION BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS, AND APPROVING THE LEASING OF ONE TSE 120 FORKLIFT FROM GALLO FORKLIFT OF FLORIDA, A NON -MINORITY NON -LOCAL VENDOR LOCATED AT 'I2500 N.W. 35 STREET, CORAL SPRINGS, C FLORIDA, 33065, IN THE ANNUAL AMOUNT OF $34,800; ALLOCATING FUNDS THEREFOR FROM THE DEPARTMENT OF CONFERENCES, CONVENTIONS AND PUBLIC FACILITIES GENERAL OPERATING BUDGET, CODE NO. 350508-610, PROJECT NO. 402003; FURTHER RATIFYING, APPROVING f AND CONFIRMING THE CITY MANAGER'S ISSUANCE OF AN EMERGENCY PURCHASE ORDER FOR THIS PURPOSE. i WHEREAS, the Department of Conferences, Conventions & Public Facilities needed r 4 to expedite the rental of one TSE 120 forklift at the Marine Stadium; and r WHEREAS, hauling services at the Marine Stadium Marina require two forklifts to z service the 274 vessels in dry dock storage, which volume is accelerated drastically during the summer months; and WHEREAS, the City Manager approved the emergency lease services from Gallo' f Forklift of Florida; and E: WHEREAS, funding to cover this expenditure was available from the Department of Conferences, Conventions & Public Facilities FY 1996-96, '96-97 Operating Budget, Account No. 350508-610, Project No. 402003; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote of the members of the City Commission, after a duly advertised public hearing, ratifying, approving and confirming the City Managers finding of an emergency; waiving the requirements for competitive sealed bids, and approving the leasing of one (1) TSE 120 forklift from Gallo Forklift of Florida, a non -minority, non -local vendor, located at 12500 N.W. 35 Street, Coral Springs, Florida, 33065, in the annual amount of $34,800, with funds therefor hereby allocated from the i Department of Conferences, Conventions and Public Facilities General Operating Budget, Code No. 350508-610, Project No. 402003 i Section 3. The City Manager's issuance of an emergency purchase order is further ratified, approved and confirmed. i Section 4. ES I I WALTER FO AN, CITY CLERK i 1 2 96- 713 1 CITY CF VAie!( F_�a`v INTER -OFFICE MEMORANDU Honorable Mayor and Members of the City Commission Merrett Sti City Manager Resolution Ratifying the City Manager's Emergency Lease of Forklift at Marine Stadium Marina RECOMMENDATION: ( It is respectfully recommended that the City Commission adopt the attached Resolution ratifying the City Manager's emergency lease of one (1) TSE 120 forklift at Marine Stadium Marina. I BACKGROUND: I The Marine Stadium Marina provides dry dock storage space and hauling services to 274 vessels. In order to effectively haul these vessels in and out of the water two (2) forklifts must be operational at all times. This facility currently has one forklift, owned +j by the City of Miami and leases another, ensuring full hauling services to the Marina's vessel owners. This summer the lease of the TSE 120 forklift expired. It was imperative that the City • ,maintain a lease agreement for the use of a forklift at this facility. Informal bids were obtained. The only responsive bidder was "Gallo Forklifts of Florida". This vendor provided the City of Miami with a quote of $34,800, for a one (1) year lease period (a monthly rate of $2,900). This price included the rental of one (1) TSE 120 forklift and full maintenance and repair services. The vendor also agreed to replace the forklift if necessary. Hauling services increase drastically during the summer months. Approximately 65% of the vessels (150 to 180) are hauled in and out of the water on a typical weekend. Marine Stadium Marina could not have been able to provide hauling services to its users with only one available forklift. Failure to have proceeded with the emergency lease of the TSE 120 forklift would have resulted in the shut down of this facility. The Department of Conferences, Conventions and Public Facilities respectfully requests that the emergency lease of the TSE 120 forklift be ratified. ! 96- 713 � P CITY OF MIAMI, FLORIDA NOTICE TO THE PUBLIC PLEASE ALL TAKE NOTICE THAT a public hearing will be veld by the City Commission of the City of Miami, Florida, on embet 6. 1996 at 2M a.m., in the City Commission Chambers at City Hall, 3500 Pan American Drive, Miami, Florida, for the purpose of ratifying the emergency lease of one (1) TSE 120 forklift, at Marine Stadium Marina, from "Gallo Forklifts of Florida", for a one (1) year period, at a total cost of $34,800.00. Inquiries .from other potential sources of such services who feel that they might be able to satisfy the City's requirements for this item may contact Paul de la Torre, Marinas Manager, at Dinner Key Marina at 579-6950. All interested persons are invited to appear and may be heard concerning this item. Should any person desire to appeal any decision of the City Commission with respect to any matter considered at this hearing, that the person shall ensure that a verbatim record of the proceedings is made, including all testimony and evidence upon which may appeal may he ha�erl_
