HomeMy WebLinkAboutR-96-07101i J-96-1 102 9/24/96 RESOLUTION N0.9 5 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT, IN THE AMOUNT OF $100,000, FROM THE U.S. ENVIRONMENTAL PROTECTION AGENCY (EPA) REGION IV FOR A REGIONAL BROWNFIELDS DEMONSTRATION PILOT FOR THE PURPOSE OF REHABILITATING CERTAIN PARCELS OF LAND IN THE WYNWOOD AREA MAKING THEM SUITABLE FOR COMMERCIAL/INDUSTRIAL DEVELOPMENT; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR ACCEPTANCE OF SAID GRANT. WHEREAS, the City of Miami has sought to redevelop City neighborhoods through a community planning and revitalization strategy; and WHEREAS, Wynwood is a designated Community Development Target Area that has suffered massive employment loss during the past fifteen years; and i WHEREAS, the City has obtained an EPA Brownfields Demonstration Pilot grant that i is targeted at the redevelopment of a very depressed industrial area in Wynwood; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF ¢: MIAMI, FLORIDA: r 4 Section 1. The recitals and findings contained in the Preamble to this Resolution � are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. i. i t i Li Section 2. The City Manager is hereby authorized to accept a grant, in the amount of $100,000, from the U.S. Environmental Protection Agency (EPA) Region IV for I i 1 a Regional Brownfields Demonstration Pilot for the purpose of rehabilitating certain parcels of land in the Wynwood area making them suitable for commercial/industrial development. Section 3. The City Manager is further authorized' to execute the necessary documents, in a form acceptable to the City Attorney, for acceptance of said grant. Section 4. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 10thday of October , 1996. BACKGROUND: The City of Miami was awarded a regional Brownfields Demonstration Pilot on June 13, 1996. Brownfields are abandoned pieces of land - usually in inner cities -• that have real or perceived contamination from previous industrial use. Because of the stigma of contamination and legal barriers to redevelopment, businesses do not buy the land and sites remain unproductive and vacant. The pilot provides seed money to promote economic development the way the community believes it will work best. The pilot is a two year planning grant, beginning October 1, 1996. The pilot will result in a community -based strategy for cleaning up area(s) in Wynwood that have been unable to attract investors for commercial/industrial redevelopment. It is therefore recommended that the attached Resolution be adopted by the City Commission to authorize the City Manager to accept this grant from the U.S. EPA. 710 � i i i z i i 4 C E }
