WHEREAS, pursuant to public notice, invitations to bid were mailed to ten potential bidders for the furnishing of read/ mix concrete to the Department of Public Works, on a contract basis for one (1) year with the option to extend for two (2) additional one 0) Year periods WHEREAS, in response to the invitations to bid, one bid was received September 14, 1996; and WHEREAS, funds for this purchase are available from the FY '96-97 Budget, Account Code Nos. 310501-750 ($76,000) and 319301-750-341171 ($12,000); and CM COMISSIONf METWO Or SEP2S199fi A0101utim No. 9685 WHEREAS, this material will be used by the Department of Public Works for replacing broken or deteriorated concrete sidewalks and pavements and other concrete repairs required in the public rights -of -way and other public property; and 3 ( WHEREAS, the City Manager and the Assistant City Manager of the Department of Public Works recommend that the bid received from Central Concrete Supermix, Inc., be 1' accepted as the only responsible and responsive bidder; i NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thersto and incorporated herein as if fully set forth in this i Section. Section 2. The September 11, 1996, bid of Central Concrete Supermix, Inc., for furnishing ready mix concrete to the Department of Public Works on a contract basis for one (1) year with the option to extend for two (2) additional one (1) year periods, at a unit cost of $44.00 per cubic yard, on an as -needed basis, for an estimated total annual cost of $88,000, is hereby accepted, with funds therefor hereby allocated from FY '96-97 Budget, Account Code Nos. 310501-750 (a76,000) and 319301-750-341171 012,000). Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue purchase orders for said materials and thereafter to extend this contract for two (2) additional one (1) year periods, at the same price, terms and conditions pursuant to Bid No. 95-96-143, subject to the availability of funds. BACKGROUND The Department of Public Works has analyzed only one (1) bid received on September 11, 1996, pursuant to Bid No. 95-96-143. It has been determined that the lowest responsible and responsive bid was submitted solely by Central Concrete Supermix, Inc., a Hispanic owned, Dade County vendor, in the amount of $88,000.00 for 2000 cubic yards. She unit price bid per cubic yard was E44.00. One of the daily tasks of the Operations Division of Public Works is to remove and replace deteriorated and/or hazardous concrete sidewalk, curbs, gutter's and planters in the public right-of-way. Bids submitted past such deadline and/or submitted to any other location or office shall be deemed non -responsive and will be rejected. Ordinance No. 10062, as amended, established a goal of awarding 51 % of the City's total dollar volume of all expenditures for all good and services to Black, Hispanic and Women Minority Business Enterprises on an equal basis. Minority and women vendors who are interested in submitting bids and who are not registered with the City as minority or women vendors are advised to contact the City Procurement Office located at 300 Biscayne Blvd. Way, Suite 210, (305) 579-6845. Section 18-52.1(h) of the City Code, as amended, states that the City Commission may offer to a responsible and responsive local bidder, whose primary office is located in the City of Miami, the opportunity of accepting a bid at the low bid amount, if the original bid amount submitted by the local vendor does not exceed 110 percent of the lowest other responsible and responsive bidder.
