C A RESOLUTION, WITH ATTACHMENTS, REVERSING THE DECISION OF THE ZONING BOARD AND THEREBY GRANTING THE SPECIAL EXCEPTION FROM THE ZONING ORDINANCE OF THE CITY OF MIAMI, FLORIDA, ARTICLE 4, SECTION 401, SCHEDULE OF DISTRICT REGULATIONS, C-2 LIBERAL COMMERCIAL, CONDITIONAL PRINCIPAL USES, TO PERMIT BUILDING MATERIAL SALES AND STORAGE, PER PLANS ON FILE, FOR THE PROPERTY LOCATED AT 3640 SOUTH DIXIE HIGHWAY, MIAMI, FLORIDA, ZONED C-2 LIBERAL COMMERCIAL, SUBJECT TO A TIME LIMITATION OF 12 MONTHS IN WHICH A BUILDING PERMIT MUST BE OBTAINED AND FURTHER SUBJECT TO ALL THOSE CONDITIONS SET FORTH ON EXHIBIT "A" ATTACHED HERETO AND MADE A PART HEREOF. WHEREAS, the Miami Zoning Board at its meeting of July 8, 1996, Item No. 2, duly adopted Resolution No. ZB 76-96 by a four to one (4-1) vote, constituting a denial of the special exception ,as hereinafter set forth; and WHEREAS, the applicant, bade Lumber, Inc., has appealed, the denial of the Special Exception, to the City Commission; and WHiski?AS, the City Commission after careful consideration of this matter and notwithstanding the decision of the Zoning Board, finds that the application for a special exception does meet the applicable requirements of Zoning Ordinance No. 11000, as amended, and deems it advisable and in the best interest of the general welfare of the City of Miami and its ATTACHMENT (S)JJ CONTAINED I C= commsm =Emirs OF SEP 2 S 19SS Resoluuch No. 98- 678 inhabitants to reverse the Zoning Board and grant the Special Exception; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA- Section 1. INTRODUCTION 1.1 Project and Site ]Description The proposed project is opening a hardware lumber store at the southeastern corner of Mundy Street and US-1 in Coconut Grove, Florida. The store is composed of sale and storage areas. Deliveries will be made to the storage area, which is located in the backside of the store (south side). The delivery area will have two gated entrance/exit driveways open at Mundy Street. The store would provide 1.5 customer -parking spaces at the northern front. The parking area is accessible through two access points along US-1 and Mundy Street. The site would have approximately 2,835 square feet (SF) of area store and 3,076 SF of under roof storage area. Project site and sturdy area are shown in Figure 1. US-1 is one of the main roadways in Dade County that carries a significant trafic volume throughout the day. Mundy Street is a minor roadway that has minimum traffic; however, it connects between Day Avenue and US-1 where it forms two T-intersections at both ends. Day Avenue is a minor roadway that crosses the residential neighborhood and passes near the City of Miami Virrick Park which is located at the southeastern corner of Day Avenue and Plaza Street. 'Phe project traffic would be coming either through US-1 to Mundy then to the site, or through Day Avenue to Mundy then to the project site using local roadways within the residential neighborhood. Douglas Road and Bird Road are two major roadways in the area that carry traffic across the north/south and east/west sides of US-1, respectively. The majority of the project traffic and delivery trucks would be using these major roadways to US-1 to access the project site. STUDY AREA CHARACTERISTICS 2.1(ometric Characteristics The study area has basically three major roadways and the rest are minor roadways that run through a residential neighborhood. The major roadways are US-1, Bird Road, and Douglas Read. US-1 is a 6-lane divided arteria! that is directly connected to 1-45 on the northern end. Within the study area, -, Bird Road west of US-1 is a 4-lane divided arterial, and east of US-1 is a 2-lane undivided arterial. Douglas Road north of US-1 is a 4-lane divided arterial and south of US-1 is a 3-lane (two northbound and one southbound) divided arterial. Day Avenue, Mundy Street, and Plaza Street are 2-lane undivided local roadways that serve as feeders to the main roadways. Running parallel to US- 1 is the Metrorail facilities. Figure 2 shows the existing number of lanes for the study area main roadways. 2.2 "Traffic Volume Characteristics Within the study area shown in Figure 1 there are three State traffic count: stations (two are located along US-1 and one is located along Bird. Road) and two County traffic count stations located along 7 Douglas Road. The project is located at the corner of Mundy Street and US-1. Mundy Street has a very low traffic volume. A manual traffic count along Mundy Street was performed during the weekday p.m, peak hour (around 5:00 p.m,.). In a 10-minute duration there were only eight (8) vehicles in both directions. Therefore, the approximate peak hourly volume is estimated as 48 ;a vehicles, and the average daily traffic is estimated as 480 vehicles per day. The approximate average annual daily traffic (AADT) volume for the study area is shown in Figure 3. 2.3 Capacity and Level of Service (LDS) Roadway capacity is the maximum rate of flow at which vehicles can be reasonably expected to traverse apoint or a roadway segment during a specified period under prevailing roaci%,ay, trafi�ic, -J and control conditions; usually expressed as vehicles per hour. The 1992 Florida's Level of Service Standards and Guidelines Manual for Planning provides the maximum service volume for level of service standards. Roadway capacity is expressed as the maximum service volume at "LOS E. " '[be 1992 Metro Dade County Comprehensive Master Development Plan (CDMP) established guidelines for the minimum acceptable LOS standards for roadways in Dade County. The study area major roadways have a LOS standard of "E+50" because Metrorail is within a 1/2 mile distance, however, the rest of the local roadways have a standard of "LOS E. " The existing LOS for the study area major roadways is shown in Figure 4. The LOS for all affected roadways falls within the accepted LOS. PROPOSED DEVELOPMENT ISSUES The proposed project issues are related to traffic generations, traffic distributions within the study area network, accessibility, and safety. In addition, there are some concerns related to delivery trucks using residential roadways and associated noise. These issues are discussed in details in this chapter. 3.1 Trip Generations The project comprises of 2,835 square feet (SF) of area store and 3,076 SF of area storage under a roof, a cumulative floor area of 5,911 SF. The 1991 Institute of Transportation Engineers (ITE) Trip Generation Manual, 5th edition, estimates that such land use would generate approximately 178 trips in the weekdays and 33 trips per hour during the p.m. peak period. On Saturdays, this project is estimated to generate approximately 206 trips per day and 66 trips per p.rn. peak hour. The expected trip generation is very small compared to adjacent roadway capacities and, therefore, will not in any way adversely affect the roadway capacities Delivery trucks are another type of traffic that the store will generate. It is anticipated that there will be approximately 10 deliveries per week and no deliveries over the weekends. 3.2 Project Traffic Distribution As far as customer traffic is concerned, it is very likely that most of the project traffic will be using access points along US-1/Mundy Street and thus would cause no impact to major roadways. Furthermore, the project estimated traffic is very nominal and will have no tangible impact on the local roadways. Therefore, the distribution of customers' traffic along the study area network is not an issue for this particular project. The project traffic was distributed to and from the project site using professional judgement based on experience, land uses, and knowledge of the study area roadway network. Figure 5 shows the expected inbound traffic distribution within the study area. It is expected that the inbound traffic distribution will be the same percient w0the outbound distribution. The intersection of Mundy at US-1 is controlled by a stop sign. One concern is that the left turning movement at this intersection from Mundy Street to southbound US-1 and from southbound US-1 to Mundy Street. The above -mentioned intersection falls between two signalized intersections, US-1 -� & Douglas Road and US-1 & Bird Road, which are approximately 1.350 feet apart. 1 Traffic volume to/from Mundy Street with project impact is light; it is approximately 80 vehicles per hour (VPH) during the weekday p.m. peak period. Local traffic is less likely to turn left at this particular intersection during rush hour since local drivers are familiar with the area and would prefer to use the left turn signal at US-1 and Douglas Road or at US-1 and Bird Road. Therefore, it is estimated that out of Mundy Street local traffic, no more than 30 percent of the outbound traffic would turn left at US-1, and 30 percent of the inbound traffic would turn left from US-1. Thus, it is estimated that approximately 20 VPH would turn left from US-1 to Mundy Street and 20 VPH would turn left from Mundy Street to US-1. Because left turning traffic volume is small, and this intersection falls between two signalized intersections, it is expected to have enough gaps in the 4 traffic flow along US-1 to allow left turning vehicles to turn. In addition, a left turn lane is already > existing for US -I southbound traffic at Mundy Street. Signal timings at the intersection of US-1 and Douglas Road and at US-1 and Bird Road were reviewed to calculate the available gap between cycles in the traffic flow along US-1 due to the signal coordination along US-1. There are various signal timing plans for duch intersection in the w� morning peak and in the afternoon peak. US-1 traffic between the above -mentioned two intersections will stop when facing red signals at both intersections, and thus traffic flow gaps will be created. As _J a result, vehicles could turn left at the intersection of Mundy Street and US-1. The most critical J signal timing plan which creates the least gap (smallest period of simultaneous red signals) has been J identified as the P.M. peak period plan. This plan has 13 seconds of simultaneous red signal time for US- I though movement at the above -mentioned intersections, as shown in Figure 6. However, since the turning traffic at i Mundy Street is light there will be enough gaps available for vehicles to turn. Field visits were made to the site during the p.m. peak hour, and it was observed that there was plenty of gap time for vehicles to turn to and from Mundy Street. The minimum turning radius required for truck size vehicles was also reviewed. The American Association of State Highway and Transportation Officials (AASHTO) provides the minimum turning radius for such vehicles. The AASHTO recommends a minimum design turning radius of 45 feet and a minimum inside radius of 22.2 feet for a WB-60 (semitrailer fall trailer combination). The existing turning radii at the intersection of Mundy and US-1 were measured using the aerial maps. All turning radii met the AASHTO standards. 3.4 Concerns �g Concerns were raised that the lumber store delivery trucks would use local residential roadways and > might create a safety hazard for the residents. The project site has immediate access to US-1, which is a wide major roadway in Dade County. US-1 has also direct connection to I-95 at the northern end. The delivery trucks would came from the north and south along US-1. Therefore, trucks are less likely to use local streets instead of US-1. In addition, local streets, such as the study area's, are not favored by truck drivers since the roadways and curves are too narrow to drive along and turn comfortably. A "no left turn" sign for trucks facing the delivery exit gates would be posted to '} eliminate truck movements on local streets. x� On the noise concern., it is important to know that deliveries will be made during the normal business; S hours with no deliveries on the weekends because all suppliers of the store do not currently operate } { on weekends. In addition, the project area is adjacent to US-1 which carries a substantial amount of traffic and produces ambient noise. Further, the study area is adjacent to a Miami Sub store that receives truck deliveries regularly. SUMMARY AND CONCLUSIONS • The proposed project is a hardware lumber store of approximately 2,835 square feet (SF) of store area and 3,076 SF of storage area. The project site is at US-1 which pavvides the store with accessibility advantage to and from US-1. This project is estimated to generate approximately 33 vehicles per hour (VPH) during the p.m. peak period. Ten truck deliveries per week are also expected. • The project will generate minimum traffic and, thus, have relatively no impact on adjacent roadways, including local residential streets. • The majority of the project tragic (about 80%) would use US-1 and small percent (20%) would use the local residential roadways. Trucks would nawvul,y ►avor using US-1 over the local roadways since store suppliers are located north and south of Ile site. In addition, the project site has direct access to 1JS-1 which connects to other major madways, such as I-95. However, a `no left turn for trucks' sign could be posted for vehicles exiting the lumber store's delivery area, thus, trucks would only turn right at Mundy Street and then to US-1. • Truck deliveries would occur during the normal business how-, in the midst of busy traffic movement along US-1 and no deliveries on the weekends. Next to the project site is a Miami Sub store which is a fast food restaurant that experiences regular truck deliveries.
