Section 2. The City Manger is hereby authorized t to execute Professional Services
Agmetnents, in a form acceptable to the City Attorney, with individuals or cettified social service
ageNcie_% for a period of one (1) year, with the option to extend for two (2) additional one (1)
year periods, at the saute price, terms and conditions, subject to the availability of funds, to
provide Victim Assistance Counseling services for the Miami Police Department, with funds
therefor hereby allocated., in an amount not to exceed $30,411.00, from the Victintrs of Crime Act
Fund.
Section 3 This Resolution shall become effiective Immediately upon adoption.

It is respectfully recommended that the City Commission adopt the enclosed Resolution allowing
the,City Manager to execute Professional Services Agreements for Victim Assistance Counselors,
in are amom`►t note to exceed $31,661.00, for the Miami :Polite Department, Funding will be Born
the Victims of Grime Act Fund,

The Miami Police Department responds to approximately 100,000 calls per year where there is a
victim of a crime. Approximately 7,000 of these are homicides, child abuse, sexual battery or
domestic violence. All these victims ,have certain mandated rights in our state. Car ently, most
victim services are handled by patrol officers, with additionalassistance from investigators.
However, due' to limited knowledge and time, victims of crime are seldom referred to available
services. Victims of crime, as well as Lie Police Department would greatly benefit from having the
services of an in-house Victim Assistance Counsehor. To accomplish this task, the State of Florida,
Cp.*uce of the Attorney General, authorized a grant in the amount of $30,411.00, to be used towards
the payment of salaries. The Police Department will utilize PT-ofesskjaW, Services Agreements to
place Providers under contract.
