A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT A GRANT, IN THE AMOUNT OF $150,000, FROM
THE MIAMI-DADS COMMUNITY COLLEGE FOUNDATION, FOR
? THE PURPOSE OF ESTABLISHING THE OWERTOWN
NEIGHBORHOOD PARTNERSHIPS PROGRAM, A CITY OF
MIAMI DIVISION OF THE NET/COMMUNITY DEVELOPMENT
} DEPARTMENT: FURTHER AUTHORIZING THE CITY MANAGER
TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR THE
ACCEPTANCE OF SAID GRANT.
WHEREAS, during the fourth quarter of 1995, the administration of Miami -Dade
Community College and its Board of Trustees made a decision to discontinue the Overtown
Nalghborhood Partnerships Program (Program) as an initiative of its institution; and
WHEREAS, In January, 1996, Miami - Dade Community College and the Cute of
Miami iClty� agreed that the Program would be placed under the auspices of the City, and
on July 1, 1996 the City assumed administrative supervision and responsibility for the
Program, and
WHEREAS, the Programs objective under the City's auspices is to continue the
economic, social, educational, and physical revitalization and transformation that is taping
Overtown from a state of impoverishment and dependence to a holistic state of self
sustenance and independence, through the engagement of residents and a cross sector of
partners, and

WHEREAS, the Program will administratively supervise and oversee the
Identification, coordination, and facilitation of resources, services and initiatives,
challenging the network of partners to worm toward the ultimate efficiency in revitalizing
Overtown, and
WHEREAS, the Miami -Dade Community College Foundation is providing these funds
to the City for the establishment and continuance of the Program operation, and
WHEREAS, the City Manager recommends that the acceptance of these funds be
approved; and
WHEREAS, the City will accept, upon approval of this Resolution, the transfer of all
other pertinent equipment, goods, and services associated with the
operation/administration of the Program;
NOW, THEREFORE, BE IT RESOLVED BY T14E COMMISSION OF THE CITY OF
MIAMI, FLORIDA.
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to accept a grant, in the
amount of 0150,000, from the Miami -Dade Community College Foundation, for the
purpose of establishing the Overtown Neighborhood Partnerships Program, a City of Miami
Division of the NETICommunity Development Department.
Section 3. The herein authorization shall remain valid and outstanding even if the
anticipated funds are reduced or increased.

Section 4. Tho City Manager is hereby authorized' to execute the necessary
documents, In a form acceptable to the City Attorney, for the acceptance of this grant.
Section 5. This Resolution shall become effective immediately upon its adoption.

ENCLOSURES
RECOMMENDATION. -
It is respectfully recommended that the City Commission approve the
attached resolution, indicating the granting of funds totaling
$150,000 from the Miami -Dade Community College Foundation,
authorizing the City Manager to accept said grant for the purpose of
establishing the Overtown Neighborhood Partnerships as a Division of
the Neighborhood Enhancement Team (NET)/Comn.unity Development
Department within the City of Miami; to accept the dame and execute
the necessary agreement, in a form acceptable to the City Attorney
and subject to applicable City Code provisions.
BACKGROUND:
The Overtown Neighborhood Partnerships (VID) Program Division of the
Neighborhood Enhancement Team (NET)1Community Development Department
has prepared the appropriate legislation for the City Commission
Meeting pertaining to the acceptance of a grant scheduled for
September 12, 1996.
The grant will help establish the Overtown Neighborhood Partnerships
Program as a Division of the Neighborhood Enhancement Team
(NET)/Community Development Department.
The Overtown Neighborhood Partnerships Program was administratively
supervised by Miami -Dade Community College until financial concerns
prompted a relinquishing of this responsibility to the City of Miami.
Yeti Miami -Dade Community College remains a major partner as convener
and.provider of excellent opportunities for education and training to
residents of Overtown. Thu:, the. City of Miami agreed to accept
administrative responsibility for the program. its mission and
objective is to engage residents and partners from numerous sectors
in the process of transforming and revitalizing the Overtown
community with the desire of it becoming self-sustaining and
independent.
This grant totaling $150,000 will become -the funds to establish an
operating bpjdget, with plans to identify additional funding sources
in the immediate future.
